The role

We are currently looking for Regional PMM PRIME Coordinator, Asia based in Asia.

ROLE PURPOSE:

PMM is SCI standard Project Management Methodology; PRIME (Project Reporting, Information, Monitoring and Evaluation) is the new project management system that will be deployed in all SCI COs in 2022/2024.

PMM and PRIME are deployed as part of the CAPP (Coding, Agresso, PRIME & PMM) Program which will improve project management and project information management for programme delivery across Save the Children and simplify, standardise and improve the quality of SCI financial data.

PMM was deployed in 2020-2021 and COs continue to implement the new procedures and tools via the quarterly submission of action plans. Regular training courses and a PMM Community of Practice is established in each Region to re-enforce learning and to share best practice.

This is a great opportunity for someone with a few years of experience in Programme Operations and/or PDQ, who understands the value of using system, and Standard Project Methodologies adopted by SCI to grow and develop in this area, gaining experience and skills in the challenging contexts in which we operate.

The PMM PRIME Regional Coordinator will be the person responsible for supporting and developing the usage of PRIME in deployment and throughout the transition into BAU, across the COs in Asia.

This consists in:

  • Contributing to PMM uptake with training and monitoring support, overseeing completion of action plans and PMM compliance.
  • Supporting PRIME to become a key enabler of program development and management.
  • Implementing the strategies around system adoption, jointly with the Programme Operations function.

This role will also contribute to the continuous improvement initiatives of the PRIME solution, based on user feedback.

The PMM PRIME Regional Coordinator will, from time to time, also work directly on PRIME as a user to support COs in addressing ad-hoc issues, i.e. whenever the complexity of the task or CO limited capacity will require so.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREA OF ACCOUNTABILITY

PMM adoption

  • Regional engagement: Coordinate 1-2-1 PMM monthly update meetings and PMM COP meetings with COs, prepare updates for Regional DPO and send communications;
  • Training: Organize online PMM Flex courses, F2F ToTs and facilitator upskilling (registration, facilitator line up, module allocation across facilitators). Drive training quality: coach facilitators and run the weekly check-ins. Monitor COs completion rate against training targets, follow up and maintain a training database. Coordinate DPro exam registrations;
  • Adoption: Review CO action plans with Ops Advisors and provide support and feedback to COs. Track and enforce the adoption of PMM Tools and procedures;
  • Collaborate with the Global PMM team to ensure that staff across the Region are registered for relevant training courses and feedback from the Region is shared to continuously improve.

PRIME Adoption and Performance

As part of the ongoing functional support, the role holder will drive system adoption in conjunction with the Global Head of Project Management, the Asia Regional Director of Operations, Senior Operations Advisers and the Country Operation directors

  • System adoption: Monitor system adoption as part of performance reviews of countries;
  • System usage: support CO in using PRIME for reporting/tracking project progress as part of the project monthly review meeting, KPI review meetings, SMT meeting etc;
  • Communication: conduct various communication initiatives to raise awareness, best practices, “how to”, tips of the PRIME Solution, establish and manage the regional community of PRIME users;
  • Reporting & Analytics: run reports to identify when PRIME project records are not timely updated and/or information are missing. Run and analyse PRIME related KPI and Management Indicators;
  • Support CO in ensuring a smooth alignment between the Award Management and the Project Management cycles
  • In preparation to PRIME deployment and in collaboration with both Ops and PDQ Directors at COs, identify areas of support needed to ensure proposals submitted to donors are “PRIME ready”. A process that will ensure smooth transition into PRIME in future.

Ongoing system Support

  • System support: Provide advanced support to all users with expertise on all aspects of the PRIME and Project management Procedure;
  • Training: conduct training refresher sessions for project teams and new joiners;
  • In BAU, support designated offices in the region in ensure their projects PRIME records are set up with respect to applied roles and permissions and that these records are kept up to date, incl. IPTT and DIPs;
  • Help with continuous improvement of the PRIME solution from a design perspective to keep alignment with end user needs and alignment with existing way of working. Bringing the different point of views and lessons learnt to the attention of the PRIME global team.

    “**PRIME ready” project proposals**

  • In coordination with the designated CO PRIME project lead/focal point monitor the new proposals that developed “PRIME ready”;

  • Support CO in adopting the activity-based planning & budgeting guidance and procedure;

  • Induct CO on relevant tools to be used when project proposal is developed.

Qualifications

  • Bachelor’s degree

Experience and Skills

Essential

  • Experience of driving adoption and usage compliance.
  • Experience of Program Operations and or/ PDQ within SC.
  • SCI PMM certified.
  • Deep understanding of core SCI functions and systems.
  • Experience in leading/supporting capacity building and coaching initiative
  • Proven ability to work effectively with people from different cultures.
  • Strong interpersonal and communication skills.
  • Commitment to Save the Children values.
  • Proficiency in English
  • High attention to detail.

Desirable

  • Experience of project management system.
  • Experience of System Support Models.
  • Experience of working in large and complex Offices.
  • Experience within global, multicultural, matrix organisations.
  • Experience or knowledge of global project management methodologies.

Contract length: fixed term
