Job Overview:

As a Regional Operations Manager (CVA), your mission is clear: to strategically integrate cash and voucher assistance into our humanitarian initiatives across Africa. You’ll collaborate closely with teams and partners to address unmet needs and enhance the effectiveness of our programs, ensuring rapid responses to emergencies and sustainable solutions for vulnerable populations.

Strategic Responsibilities:

  • Ensure that our country teams in Africa can adapt operations to changing contexts, optimizing our response to emerging needs.
  • Provide gap-filling support and build the capabilities of our teams and partners in CVA, enabling them to deliver high-quality assistance.
  • Champion the integration and implementation of cash standards and tools at the country level, promoting best practices and adherence to operational frameworks.
  • Collaborate with the global disaster management unit and technical unit to roll out global tools and capacities, enhancing our response to crises and mobilizing resources effectively.
  • Contribute to strengthening emergency preparedness and response operations in the region, particularly in relation to CVA, ensuring readiness to address humanitarian crises swiftly and effectively.

Operational Responsibilities:

  • Provide operational and management support to priority countries and regions, offering guidance and expertise to enhance program development and implementation.
  • Conduct regular field monitoring, provide recommendations for improvement, and ensure the quality and effectiveness of our projects.
  • Build the capacity of staff and partners in cash modalities, empowering them to deliver assistance that meets the needs of affected populations.
  • Offer technical support to country teams in setting up CVA modalities, monitoring procedures, and indicators, ensuring compliance with operational standards.
  • Work closely with country managers and regional team members to foster collaboration and synergy, maximizing the impact of our humanitarian efforts.

Mission-Specific Responsibilities:

In addition to your strategic and operational duties, you’ll have specific responsibilities tailored to the unique challenges and opportunities in the Africa region:

  • Travel to areas as needed to assess, monitor, and enable program response with CVA components, ensuring rapid and effective assistance in emergencies.
  • Act as a first responder during emergencies, coordinating with relevant RCRC Movement actors and implementing strategies to mitigate the impact of crises through appropriate CVA rollout.
  • Provide training and capacity-building initiatives for country teams and host National Societies, enhancing skills in CVA and promoting the New Ways of Working of the IFRC.
  • Take on temporary managerial duties in the Africa team, representing the Norwegian Red Cross and ensuring the effective implementation of our programs.

Qualifications:

  • A Higher University Degree, with specialization applicable in health, WASH, or cash-based programs, is an asset.
  • Significant humanitarian operational experience in disaster preparedness and response, with over 5 years of experience in implementing multipurpose/unrestricted cash and sector-based cash.
  • Proven experience in capacity building, technical expertise in cash modalities, and a deep understanding of operational standards and systems.
  • Proficiency in English required, with additional regional languages such as Arabic, French, or Swahili considered advantageous.
  • Willingness to travel extensively within Africa and potentially beyond, including deployment on short notice.

Reporting to:

  • Deputy Regional Representative, Africa

Position is based in:

  • Nairobi, Kenya. Extensive travel and frequent relocation within Africa region (outside of mission base, Kenya), including outside of Africa region, for a minimum of 6 months within a 12 month’s period is required.

Contract length:

  • 12 Months
