POSITION SUMMARY

ICAP at Columbia University’s Targeted Programmatic Support Across Countries under the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria under PEPFAR (PSA) is a program that provides technical assistance (TA) and capacity-building support to the Department of Health, in collaboration with key stakeholders and local partners in Central Visayas (VII) and Western Visayas (VI) Regions of the Philippines.

Under the direction of the Strategic Information Officer at national level, the Regional M&E Officer will provide day to day M&E guidance to the regional team, oversee data collection, data quality assurance, implementation of associated frameworks and methodologies, data analytics and data use to inform program planning. S/he will work in close collaboration with Data Managers to ensure that database systems provide timely and accurate data for routine reporting and for support and strengthening of HIV prevention, testing, and treatment services.

Responsibilities

Planning and Implementation:

  • Oversee implementation of the project M&E framework in the Region
  • Coordinate the collection, management, analysis and presentation of program data at regional and health facility level to support services provision and provide evidence of program performance to ICAP, DOH and its stakeholders.
  • Assist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement.
  • Assist in the development and/or finalization of the project work plan and keep it updated in accordance with project activities and timeframes as relevant.
  • Ensure regular M&E coordination with ICAP national office

Technical Support at the regional level:

  • Coordinate M&E capacity building activities for DOH regional and district partners to implement effective M&E and strategic information systems
  • Provide technical guidance to DOH and other partners for data use and dissemination of
  • DOH routinely collected data
  • Provide day-to-day site level supervision of the electronic and paper-based monitoring system used in sites and within ICAP for the selected region, including supervision of the ICAP Regional Data Manager.
  • Provide leadership and oversight to the Quality Improvement (QI) Officer to develop and implement Continuous QI (CQI)plans.
  • Measure the impact of implementing CQI plans. Additional Monitoring & Evaluation, and Coordination:
  • Ensure effective maintenance and administration of the M&E database, analyses and aggregate findings
  • Ensure compliance with deadlines for submission of reports in the Region, checking the arrival of reports from the facility level and the quality of the data in those reports
  • Organize and provide information on project activities and routine data for technical and clinical ICAP staff
  • Support and monitor the implementation of Data Quality Assessments (DQA) and adherence to M&E standard operating procedures (SOP) in the Region
  • Coordinate review of DQA results and promote the use of routinely collected information at district and regional level at DOH to contribute to the improvement of data quality
  • Analyze data to identify significant trends and communicate with relevant stakeholders
  • Prepare and generate periodic reporting, project mid-term review and final evaluation

Communication:

  • Develop and maintain strong, proactive relationships with site level staff, regional DOH
  • offices, and other relevant organizations working with the HIV program
  • Prepare and present performance indicators and HIV program reports to the regional DOH
  • offices and other relevant stakeholders as required.

Minimum Qualifications

  • Minimum 3 years of professional experience in M&E position responsible for implementing
  • M&E activities of international development projects.
  • Experience in the health sector, preferably in HIV /AIDS
  • Experience in designing, implementing and operating project M&E systems
  • Experience in developing and refining data collection tools.
  • Experience with data quality assessments and oversight.
  • Experience in managing and providing training to partners and target beneficiaries.
  • Good knowledge of program implementation, monitoring and evaluation techniques and practices.
  • Good moderation, facilitation, and training skills.
  • Ability to work in a team and good interpersonal skills
  • Good computer application skills.
  • Good organizational skills.
  • Ability to work independently with a minimum of supervision.
  • Ability to work under time pressure and meet deadlines
  • Excellent verbal and written communication skills required
  • Filipino national
  • Excellent oral and written communication skills in English and Filipino

Preferred Qualifications

  • Degree in statistics, advanced certificate in M&E, statistics and economics preferred.
  • Experience with PEPFAR’s DATIM reporting
  • Previous work experience with NGOs, public health sector implementing HIV testing & PrEP or PEPFAR funded program

Travel Requirements:

Domestic travels to project sites/partners as needed.
