NRC is looking for Regional Logistic Adviser to strengthen Logistics services across the region by working closely with the Country Office (CO) Logistics Managers and Heads of Support, providing amongst others, technical advice as needed, audit and control services to the COs, assist HR in the recruitment of CO Logistics Managers, and spearhead exchange of experiences in the region.

Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Following the escalation of conflict since 24 February 2022, NRC is scaling up its efforts inside Ukraine and in neighbouring countries to provide aid to tens of thousands people forced to flee. NRC has launched a humanitarian response plan for the next six months to support 800,000 people inside Ukraine and neighbouring countries. NRC will respond, largely through local partners, through an integrated approach combining our sectoral areas of expertise such as education, protection, legal aid (ICLA) and shelter. NRC is operational in Ukraine and is also in the process of setting up country operations in Poland and Romania and Moldova and potentially other countries subject to regional context developments. To support the regional response in the best way, NRC is in the process of setting up a regional office (Central and Eastern Europe Regional Office- CEERO) based out of Warsaw, Poland. This will ensure a centralised structure in proximity to the crisis and provide a coordinated support and management to the country operations.

What you will do:

  • Compliance and adherence to NRC policies, guidance and procedure
  • Standardize, as far as practical, processes and procedures across the region.
  • Consolidate systemic gaps and improvement needs and drive organizational change within logistics.
  • Develop relevant logistics training for staff, as requested.
  • Ensure guidance, support and capacity building to Logistic staff and line managers in Country Offices in the region
  • Coach newly recruited Logistics Managers.
  • Provide technical support and advise on NRC logistics policies.
  • Provide audit and control checks to the COs to ensure compliance to the logistics handbook, pre-agreed through travel visits to the country offices.
  • Develop regional procurement capacities; investigate regional markets and regional procurement options.
  • Develop and deliver tailor made training, capacity building to COs, as needed and requested
  • Lead and promote cross-country learning and sharing of experience. Consolidate and share best practice across the region incl. through promoting and facilitating cross-country deployments based on identified needs.
  • Develop and support for implementation of the logistics strategic plan for the Central and Eastern Europe.

What you will bring:

  • Minimum 3 years of experience from working as a senior Logistics Manager in a humanitarian/recovery context, preferably in a regional setting.
  • Experience from working in complex and volatile contexts.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.
  • Valid driver’s license.
