Regional Investigation Manager (for Philippine Residents ONLY)

JOB PURPOSE The Regional Investigation Manager manages the regional cases of alleged misconduct or violations of the ICRC’s internal policies and procedures, and undertakes higher-risk investigations, while ensuring best practices.

S/he manages a team of investigators and holds case-related discussions with the headquarters investigation team, Head of Investigations, Regional Operations Directors and other senior staff as directed.

Main Responsibilities:

  • Ensures efficient and proper assessment of reports of possible misconduct received by the ICRC’s Ethics Risks and compliance office, leading to identification of the appropriate investigative approach and plan for establishing the facts relevant to the case.
  • Develops and maintains relations and high-level interaction with key stakeholders (e.g. Regional Operations Directors, heads of métier/specialist divisions or units, the respective Head of Delegation), in order to support and implement his/her priorities internally.
  • Supervises the work of the Regional Investigation Officers.
  • Plans, organizes, conducts and manages investigations of alleged misconduct or violations of ICRC internal policies and procedures, in accordance with the organization’s operational guidelines and policies.
  • Gathers and analyses electronic evidence. Analyses facts, determines findings and recommends any appropriate disciplinary and/or judicial action.
  • Holds interviews with witnesses and subjects in accordance with operational guidelines.
  • Determines whether cases involve potential fraud, corruption or other illegal or criminal conduct warranting referral to national authorities.
  • Prepares complete and concise investigation reports and carries out post-investigation tasks.
  • Performs preventive compliance activities; delivers internal training on conducting investigations; provides advice and guidance to staff members on how to report misconduct.
  • Works collaboratively and in coordination with colleagues to implement the ICRC’s Institutional Strategy, in accordance with the internal Code of Conduct Framework and Guidelines and in compliance with other organizational principles and regulations.
  • Performs duties as directed by the Head of Investigations or their designate.

Requirements

  • With 12–15 years’ overall professional experience, including ideally 8–10 years’ experience in investigatory procedures and practice or 3–4 years’ such experience within international organizations investigative / compliance function.
  • University degree in social sciences, economics or law and/or professional certification, e.g. from the Association of Certified Fraud Examiners (ACFE).
  • Thorough knowledge of accounting principles and practices.
  • Participation in investigation training courses or Certified Fraud Examiner (CFE) accreditation an asset.
  • Extensive experience in victim-handling and safeguarding activities.
  • English and/or French proficiency.
  • Experience working in and setting up an investigation function.
  • Expertise in investigation techniques, particularly where conduct may also have criminal implications that could result in prosecution before local courts.
  • Advanced knowledge of legal, procedural and evidentiary standards.
  • Wide experience of investigatory procedures and practice within international organizations.
