NRC

The ICT Officer is responsible for development and implementation of digital systems, providing technical ICT support and management of M&E Data Reporting and Visualization Systems for the East Africa and Yemen Regional office.

Generic responsibilities

The responsibilities depend to some degree on the existing organizational chart of the Country Office and the size and complexity of the operations. If these responsibilities are not reflecting the reality of the field operations, the COs can adapt the content as long as the structure and style are the same. Details shall be incorporated in the Work- and Professional Development Plan and not be included in the JD.

  1. Implement NRC’s ICT policies and guidelines at country and office level
  2. Ensure information security for all NRC systems in line with GDPR regulations.
  3. Ensure that network access privileges, applications, data storage and regular backups are configured and maintained
  4. Schedule computer related services, maintenance and license renewals
  5. Ensure installation and maintenance of protection services (anti-viruses and firewalls)
  6. Plan network upgrades, expansions and replacements
  7. Provide ICT support and trainings to staff within the Region
  8. Participate in the procurement processes of ICT equipment
  9. Support & Contribute to the development and implementation of M&E Systems
  10. Analysis and visualization of data as required

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. The line manager drafts the specific responsibilities and sends them to his/her line manager for approval.

  • Providing General ICT Support to the Regional Office and Kenya Country Office
  • Participate in the development, implementation and support of in-house web based NRC digital systems
  • Liaise with CO’s to identify opportunities for digital innovations, especially in M&E
  • Keep abreast with emerging trends by participating in innovation workshops/seminars and brief the RO teams accordingly (particularly ICT, M&E and Innovation Garage)
  • Design, Development & Maintenance of Dashboards in Power BI
  • Support dashboard users, including training on use and development of Power BI dashboards
  • Management and troubleshooting of Regional Online Data Reporting System
  • Carry out any other tasks as shall be assigned by the supervisor

Generic professional competencies for this position:**

  • Minimum of 3 years of Experience in the ICT field including significant experience in PowerBI and data visualization.
  • Very Good working knowledge of PHP is a must.
  • Proven record on development of web based systems in PHP
  • Specialist in Power BI and data visualization
  • Strong knowledge of Software development life cycle and implementation methods
  • Competent in Relational Database Management Systems (RDBMS)
  • Experience in internal customer service and training of end users.
  • Knowledge of other scripting languages like Go is desirable.
  • Good working knowledge in Microsoft Power Platform especially in PowerApps, Power Automate, Sharepoint will be is desirable
  • Experience in building and supporting mobile apps will be an added advantage
  • Certification in ITIL V3 and above will be an added advantage.
  • Knowledge of mobile data collection and statistical analysis tools is an added advantage
  • Previous experience in Monitoring & Evaluation is desirable.
  • Documented results related to the position’s responsibilities
