Regional ICLA Adviser Latin America

What we are looking for

The Norwegian Refugee Council (NRC) is looking for an experienced, dynamic, and highly strategical individual to take up the role of Regional Information, Counselling and Legal Assistance (ICLA) Adviser for Latin America who will be the organisation’s regional expert within the core competence (CC), working across the region and with a matrix professional relationship to the core competency specialists and programme development managers in country offices.

What you will do

1. Responsible for the provision of strategic advice and guidance to the Country Offices in relation to the core competency to ensure that NRC delivers high quality, effective and relevant programming.
2. **Accountable for the capacity development along the technical reporting lines (**to COs and RO) within the ICLA core competency including the mentoring and development of key staff in the country offices. Responsible for the recruitment of in-country ICLA CC specialists together with Heads of Programme and contribute to the recruitment and induction of appropriately qualified core competency staff.
3. Responsible for the further development of NRC’s country office ICLA programmes through innovation and adaptation ensuring that NRC remains a relevant actor.
4. Contribute to the identification and utilization of programmatic synergies between ICLA and the other core competencies as well as the development areas through the integrated programme approach.
5. Responsible for the documentation, analysing and dissemination of ICLA learningfrom the country programs including the sharing of best practices, resources and tools ensuring coherence, efficiency and effectiveness of the operation.
6. Responsible for the networking and representation of NRC in regional policy debates in relation to ICLA.

What you will bring

• Minimum 5 years of relevant professional experience as a manager within the humanitarian field, including (ideally) experience of working as an adviser
• Experience from working in complex and volatile contexts, and ability to work independently in a result oriented, multi-cultural environment and manage conflicting priorities.
• High level of professional expertise in an area relevant to the core competence of ICLA, in particular relevant knowledge and expertise of national and international legal frameworks impacting on displaced people
• Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resources
• Documented results related to the position’s responsibilities
• Able to represent organisation at a strategic level
• Fluency in English and Spanish, both written and verbal

• Contract: national or international, 12 months, extendable
• Travel: up to 40%

The Latin American (LA) region faces multiple complex emergencies, including the internal and regional impact of the crisis in Venezuela, the humanitarian consequences of the armed conflict in Colombia, and the pervasive high levels of generalised violence in the North of Central America and in Mexico. These conditions produce some of the highest forced displacement numbers in the world. According to UNHCR, there are over 15 million displacement-affected people, including some 7,4 million Internally Displaced Persons (IDPs) across NRC country programme coverage in Latin America. The LA region also witnesses record numbers of transcontinental population movements generating significant protection risks as people are obliged to cross borders often through routes where conditions are dramatic. Restrictive asylum and migration policies also create flows of deportees and returnees, who struggle to re-integrate in their communities and often face violence, retaliation, discrimination, and exclusion. Those phenomena are accelerating across the region.

NRC has been operating in Latin America in a total of 8 countries: Venezuela, Colombia, Ecuador, Panama, Honduras, El Salvador, Guatemala, and Mexico with an overall regional budget of approximately 60 million USD and 1,100 dedicated colleagues across the continent. Given the increasing number of displaced people in need of humanitarian assistance in the region, NRC decided to establish a Regional Office in Latin America from early 2024 to oversee the country programmes in the region, and provides strategic guidance and oversight across core programme, advocacy, and support functions.
