The role

We are currently looking for Regional Humanitarian Capacity Building Programme Officer, Asia based in Asia.

ROLE PURPOSE:

Reporting to the Regional Humanitarian Capacity Building (HCB) Manager, the Humanitarian Capacity Building Officer will work to support the implementation and development of capacity building initiatives in Asia Pacific region.

There will be a clear focus on working in partnership with other stakeholders to ensure a coordinated and collaborative approach to providing learning interventions across the Save the Children movement and the wider sector.

You will be able to use your experience in providing rigorous administrative, logistical and technical support to set up events, workshops and trainings and tracking the quality of service provided to participants and harvesting training outcomes.

The post holder will be expected to contribute to other humanitarian capacity building initiatives undertaken by Save the Children.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREA OF ACCOUNTABILITY

The main accountabilities of the role are as follows:

  1. Training, facilitation and event management support
  • Support in undertaking participants training needs assessment
  • Track and update all training related processes from pre-assessment to post assessment and report writing.
  • Support the design and delivery of training programs including managing and tracking participants during training program
  • Support the Project Managers in running the residential events- by sourcing, booking and liaising with venues and suppliers before, during and after the events,
  • Responsible for the updating and preparation and production of training resources and hand outs before and during the training events,
  • Responsible for ensuring the necessary equipment is available to participants and facilitators
  • Working as part of the facilitator team on the trainings by playing character roles, providing feedback and supporting the other facilitators as and when necessary.
  1. Monitoring and Evaluation
  • Support the ongoing monitoring and evaluation of the projects, including recording and analysing data,
  • Support the preparation of quarterly reports for the project donor
  • Support the tracking of participant learning outcomes based on pre identified learning objectives and present consolidated information and reports for analysis.
  1. General administrative support
  • Set up and maintain a comprehensive filing system in order to track all administrative and logistics information relating to the participants of the programmes
  • Assist with other general administration tasks on an ad hoc basis as and when required
  • Support training task teams in managing facilitators and participants travel and accommodation as and when required.
  • Support task teams setting up and managing remote platforms, digital communication and collaborations tools necessary for online training events, sessions, webinars, etc.
  • Provide support to participants and facilitators on the projects including supporting on visa applications, collecting biodata and liaising regarding programme logistics
  • Lead procurement planning and raise purchase orders as required for venues and materials
  • Receive invoices and produce payment requests for finance team processing.
  • Track and update all administrative and logistics information.
  1. Child Safeguarding
  • Comply with and promote key Save the Children International policies on child safeguarding, code of conduct, security management, fraud and whistle-blowing in all activities

Qualifications

  • Experience of events planification, administration, logistical support and communication.
  • Experience setting up and maintaining administrative processes e.g. filing systems
  • Experience of organising logistics for training events or conferences
  • Financial budgeting skills
  • IT skills and computer literacy
  • Spoken local regional langauges desireable
  • Fluency in written and spoken English strongly desirable

Experience and Skills

Essential Skills:

  • Excellent interpersonal skills with experience liaising with stakeholders and of working with people from a range of backgrounds and cultures.
  • Proven ability of successfully working with a remote project team
  • Excellent problem-solving skills, a ‘can-do’ attitude
  • Ability to work on own initiative, cope with a high volume of work and prioritise against tight deadlines and under pressure
  • Excellent written and oral communication skills
  • Organised and methodical with good attention to detail
  • Good computer literacy in Microsoft Word, Outlook, Excel and PowerPoint
  • Willingness and ability to operate an ‘open door’ policy with regards to colleagues seeking immediate information and support
  • A flexible approach to working, with the willingness to work outside office hours occasionally and to be away from home for up to two weeks at a time e.g. on residential training courses

Desirable

  • Experience of recruiting or helping to recruit staff,
  • Experience in training, facilitation and online learning,
  • Understanding of and commitment to humanitarian work and experience of working for a humanitarian/development focused NGO
  • Relevant academic qualification in the field of international development or social/political science, or other relevant subject area (e.g. adult learning and development).

Education/Professional Skills:

  • Academic qualification in administration, communication or event planning is recommended,
  • Relevant academic qualification in the field of international humanitarianism/development, social/political science, or other relevant subject area (e.g. adult learning and development) is a strong asset.
