The Regional HR Team leader for South America will be the advisor on strategic HR issues faced by the projects & country teams. This role focuses on consistency with HR strategies and long-term memory. You will initially also be in charge of supporting the transition towards more autonomy for HR managers in projects & accompany the adaptation of the different roles & responsibilities at country level.

Depending on the outcome of the revision of the roles and responsibilities within a mission, you will coach either the HR managers at project level and/or the HR responsible at country level. In both cases the autonomous functioning of the project team is encouraged.

MAIN PURPOSE OF THE ROLE

The Regional HR Team Leader has a role of strategic generalist.

This role is a strategic member of the RST in close collaboration with the HR Department and is assisted by the Centre of Expertise in the HR Department.

The Regional HR Team Leader remains the guarantor and ultimately responsible for ensuring coherence and quality of the HR response to operational needs whilst respecting the contextual specificities of each country and the OCB HR vision. You are the guarantor and ultimate responsible for compliance with the HR principles, policies and practices applied in the Region. You have a role in coaching, guiding and challenging the HR project & country teams.

The Regional HR Team Leader will be based in Brazil but mobile in the South America operational locations in order to:

  • facilitate interaction and communication between different teams (within a mission but also within the region) – Networking
  • consolidate/strengthen the synergy with the RST, the regional positions, MSF Brazil section and the OCB experts.
  • contribute to the development of regional networks, linked to other MSF initiatives in the region.

In the first year, this role will be strongly connected to the FrC catalyst team based in Brussels, and their HR partner for developing the shift of roles & responsibilities towards increased project autonomy.

In case of deviation (decisions outside the regional framework) from MSF HR principles, policies and practices, arbitration will be done by the OCB Head of Field HR.

RESPONSABILITIES

  • Provide strategic support and general HR guidance to project/country HR profiles.
  • Contribute to operational objectives and strategic planning in collaboration with HR stakeholders in the region.
  • Accompany HR managers and Country Support Team in the region to develop their HR Strategy, ensuring coherence of the HR response within the region.
  • Raise awareness of the project HR teams of the global institutional objectives and needs, ensuring a long-term overview.
  • Ensure understanding of and compliance with OCB HR practices, policies and principles.
  • Support the implementation of HR strategies through the establishment of appropriate policies on recruitment, remuneration, management, development, etc. If relevant, coordinate the revision of HR processes and policies in order to adapt them to FrC new ways of working in the region (in close collaboration with the HR department in Brussels and the HR units within MSF Brazil).
  • Mirror & coaching role for HR profiles at country & project level to help them become autonomous in effective HR management.
  • Ensure, with L&D support (local, regional and global), the adequate development of skills and competences of the staff in the region as well as their mobility.
  • Accompany the HR teams in the adaptation of their new roles in the FrC framework.
  • Share common HR issues and problems across the region with the Head of Field HR OCB in order to adapt/improve the framework.
  • In collaboration with the operational team leader, and with the support of the MSF Brazil legal unit, review and safekeeping of MoUs (Memorandum of Understandings) in the region.
  • Neutral view in the management of abuse/harassment cases.
  • Arbitration in case of conflict, upon request/as rescue role (after escalation).
  • Ensure HR budget and HR needs projections (both operational and institutional) are in line with validated Budget.
  • Work closely with the HR global expertise (L&D, Recruitment unit, Pool Managers, comp & ben, Legal Unit, SHU, etc.).
  • Take part in the OCB HROs platform and represents HR in all other meetings related to the operations in the region (Annual Review of Operations /MYRO, Intended project process, Quarterly Monitoring meeting…).
  • Frequently visit projects and the capitals to provide support and coaching to HR staff.
  • Participate in briefing and debriefs of newly recruited managers.

REQUIREMENTS

Education

  • A university degree in HR is a strong asset

Experience

  • A minimum of 5 years of humanitarian experience
  • 2 years MSF experience in HR positions (ideally combining coordination and project positions)
  • Work experience in the region is an asset
  • Experience in change management is an asset

  • Contract type: Fixed-term contract – Full time
  • Contract duration: 1 year
  • 30% mobility in the region
  • Salary as per MSF Field salary grid
  • The contractual conditions will be established based on the station, on administrative / legal constraints and in respect of MSF function grids and salary policies
