Position: Regional HR Employee Relations Coordinator

Reporting to: Regional HR Manager

Location: Possibility of Jordan (Amman), Lebanon (Beirut) or Turkey (Gaziantep) with 25% travel in the region

About the Middle East Region:

RI currently operates in five countries in the Middle East region: Lebanon, Jordan, Syria, Turkey, and Yemen with a focus on the four RI sector pillars: Health (incl. Nutrition), WASH, Education, and Economic Opportunity.

Relief International currently employs 3900 staff (direct and indirect) in the region and has a range of emergency response and development programs valued at 70 million USD on an annual basis.

Position Summary:

The Regional Employee Relations Coordinator will support the Regional HR Manager (RHRM) and the lead recruiter to provide high quality and timely HR service for the global organization. This will involve supporting the development of new HR Policies and procedures, ensuring proper onboarding and orientation support, coordinating HR Investigations, coordinating HR Project work, ensuring effective HR system reporting and HR folder system set ups, providing recruitment support and liaising with colleagues in the Global, Regional and Country office HR Teams.

ESSENTIAL RESPONSIBILITIES AND DUTIES:

On-boarding & Orientation

  • Designing and implementing robust systems for on-boarding, included but not limited to, templates, matrixes and proper tracking system for the Middle East region
  • Facilitating and scheduling the on-boarding and orientation process for international staff
  • Support international staff deployment efforts by following up with the regional and in-country teams to ensure accommodation, airport pick-up, visas and residency permits

Performance and development

  • Update and maintain the RI Performance and Evaluation system
  • Support and ensure regional/country teams perform the evaluation of their international staff in a timely manner and as per policy
  • Provide guidance/trainings to employees and supervisors on the RI Performance Evaluation system to ensure high quality evaluation process and performance feedback
  • Identify and consolidate data on training needs based on performance evaluations
  • Ensure all international staff in the region are registered and have access to RI’s Learning Management System
  • Facilitate roll out of RI trainings initiated by the Global HR team
  • Proactively identify areas for improvement in the in-country HR team, provide training and other capacity-building where necessary to ensure that HR staff capacity is continuously developing.

Ethics & Compliance and other HR policies and procedures

  • Support reviews of existing policies and creation of new policies by: assessing gaps in HR practice; researching external best practice; making recommendations; and drafting documentation
  • Coordinate and consolidate HR data and reports
  • Facilitate HR Audits
  • Provide administrative support to the HR department, as needed, in areas such as system management, research, record-keeping, file maintenance and HRIS/staff information registration

Coordinate and support HR investigations

  • Become familiar with the RI Incident Management System and become proficient in using it
  • Work and support the RHRD and the Country HRM’s to ensure new HR/Management incidents/complaints are allocated and followed up in timely manner by the relevant investigator
  • Undertake HR investigations from time to time under the direction of the RHRM

Coordinating HR Project work

  • Support the setup of projects in new areas (to include Staff Care; Performance Management);
  • Carry out background research and report on findings and on current best practices; make recommendations; draft documentations

Liaison with Global and Country HR

  • Attend meeting of the Regional HR Team and other HR meetings as required
  • Ensure country HR Managers are informed about and duly involved in new initiatives
  • Ensure feedback is obtained from Global/Country HR as needed
  • Interact professionally and communicate well with all internal and external stakeholders

Additional Responsibilities for supporting the Regional HR Department:

  • Proactively manage monthly activities including data consolidation and reporting based on set objectives and KPI’s
  • Support the RHRM on special projects, as needed
  • Fill gap in-country offices HR department.

Qualifications and Requirements:

This position demands a highly dynamic, proactive, self-driven and flexible individual with solid effective system management, data collection and reporting. Ready to provide substantive contributions and explore advancing their experience and career to achieve results in a demanding and fast-paced environment. An excellent planner and communicator, team player with fluency in English and who is at ease working in a highly diverse team, capable to adapt communication styles to different audiences.

  • Bachelor’s degree in Human Resource Management, business management, and/or other education /experience deemed relevant.
  • A minimum of 5 years’ experience in HR, which must include 2 years with international non-profit agencies.
  • Experience working in projects across multiple countries is an added advantage;
  • Strong customer service skills, personable, able to comfortably and pleasantly deal with a variety of people
  • Demonstrated success in building professional relationships with key senior management and regional partners
  • High level of tact and diplomacy, and the ability to use appropriate styles and methods of communication to ensure a professional customer service to diverse consumers of HR services at the regional and country offices
  • Familiarity with the Employment Law for countries in the Middle East
  • Exceptional written and oral communication skills
  • Excellent organizational and planning skills;
  • Ability to Operate in a cross-cultural environment requiring flexibility;
  • Type candidate must be detail-oriented and able to work independently;
  • Fluency in English required (spoken and written) – the ability to communicate in local languages is an asset.
  • Proficient in IT- Word, Excel, PowerPoint
