1. Background/Context

Located within the Asia, and Latin America Regional Office, based in Oslo, the Regional HR Team provide a range of professional support and control to country operations within the region, taking account of NRC global policies and standards, funder requirements, and legislative and regulatory frameworks. The Regional HR Team comprises Regional Head of HR and 2 x Regional HR Advisers and a Regional HR Coordinator and has a professional matrix relationship with the Global HR team and HR Managers in Country Operations in the region.

The purpose of the Regional HR Adviser is to support the country offices (COs) in implementation of global HR systems and initiatives in accordance with NRC global policies and procedures and to support the Country Office to develop HR in-country. The Regional HR adviser is to advise and support the CD, HR Manager, and the Country Senior Managers to set HR strategic goals, ensure technical Support to HR Managers. Support Managers in personnel cases and other HR issues related to international staff. The regional HR Adviser also ensure quality and compliance in Country Operations. The regional HR Adviser also act as focal point for specific technical Areas within HR and is responsible for developing strategic initiatives.

Th Regional HR Adviser in Asia and Latin America will be delegated Country Office as focal point. She or He will be the focal point towards Global Learning & Development(L&D) unit. He& She will be responsible for developing and implementing regional strategic L&D initiatives, in addition to supporting the whole region on L&D issues and best practice.

2. Role and responsibilities

The following is a brief description of the role:

  1. Compliance and adherence to NRC HR policy, guidance and procedures.
  2. Provide strategic advice and technical support to the Country Offices in the region on HR and a sounding board to the CD and HR manager on staff structure.
  3. Provide support to CD on personnel cases and other HR issues and staff care, in particular acting as an independent adviser and resource to support complex HR case management within country offices.
  4. Support and monitor compliance with the HR handbooks and NRC policies, and respective quality assurance control checks to the COs to ensure compliance.
  5. Contribute and be focal point for implementation of global HR initiatives in CO , acting as an interface and facilitator between country offices, regional office and global teams located in HO as required.
  6. Contribute to the development of, strategies, tools and new approaches within HR, and take a lead role on delegated HR development or change projects in assigned countries.
  7. Ensure that best practices are identified, documented and disseminated both within the region and beyond.
  8. Provide analysis of the results during the trimester HR compliance monitoring report and recommend corrective actions when needed.
  9. Develop and maintain own professional knowledge and expertise in different areas of HR specialism (e.g. employee relations, learning and development, compensation and benefits, performance management, change management).
  10. Provide capacity development in Country Offices in delegated countries.
  11. Responsible for recruitment processes of international staff and quality control of senior national staff according to NRC’s procedures and standards.

3. What We Are Looking For

  • Professional knowledge of HR, with a minimum of 5 years’ experience across different HR specialisms (e.g. performance management, employee relations, recruitment, learning and development, compensation and benefits) and ideally a relevant professional qualification).
  • Previous experience from working in HR in international HR, or a humanitarian/recovery context, would be an asset.
  • Demonstrated experience in advanced Learning and Development.
  • Demonstrable understanding of the particular challenges facing HR in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.
