The Netherlands Refugee Foundation / Stichting Vluchteling (SV) is an emergency relief organization that provides aid to refugees and internally displaced people in collaboration with international partner organizations. In case of acute need, the Netherlands Refugee Foundation provides funding to international and national partners in order to provide direct assistance, such as shelter, medical care, clean drinking water and sanitation. In the Netherlands, the Refugee Foundation raises awareness to the Dutch public about the situation of refugees and internally displaced people as well as about emergency aid in general.

The Netherlands Refugee Foundation currently has a diverse and enthusiastic team consisting of around 40 employees working predominately from The Hague. The working atmosphere is informal yet decisive, which is necessary to be able to react fast in case of emergencies.

Due to the recent developments in Ukraine, we are looking for a; Regional Health Program Coordinator – Ukraine Crisis

The health coordinator (HC) will be responsible to define and update SV’s health response strategy for the Ukraine crisis in collaboration with the SV Medical team leader and the Ukraine Team Leader. SV is currently funding projects in Ukraine, Poland, Moldova and is planning to support partners in Hungary and Romania as well (both medical and non-medical).

Given SV’s strategic focus on simplifying the model of care for NCD and MHPSS, the HC will steer SV towards enhanced operationality with partners running NCD/MHPSS programming in Ukraine. Next to that, the HC will keep the overview of SV health’s response across different partners and countries, and ensure its consistency with SV strategic objectives and health quality standards, of which they would be responsible to monitor. They will monitor emerging health needs/gaps and access to healthcare for the refugee population in different countries including Ukraine, guaranteeing pertinent health interventions, with existing partner or scoping for new ones.

Occasionally, the HC may be asked to provide ad hoc support to partners according to need and capacity.

PLACE IN THE ORGANIZATION

The HC is part of the Programs and Advocacy Department. The team consists of seven program employees who are each responsible for their own region, three employees for the project on health (with a focus on NCD and MHPSS), one advocacy employee and one other Humanitarian Access Advisor. The team works closely with the Internal Operations, Fundraising and Communication departments.

For the Ukraine crisis SV has added a Ukraine Team Leader, a Program Officer and a Humanitarian Access Officer to the Programs and Advocacy Department. The regional Health Program Coordinator will report to the Ukraine Team Leader and will be under the functional supervision of the SV medical team leader. The person will liaise regularly with Medical coordinator (or equivalent) of SV’s partners.

WHAT DOES THE JOB ENTAIL?

  • Conducts exploratory missions to scope for new health project opportunities.
  • Works towards identifying a suitable partner in Ukraine with whom to develop a MHPSS and NCD program.
  • For designing a relevant intervention and successful implementation of the projects, works in close collaboration with the medical counterparts of SV partners, through regular contacts and visits to all projects implementing health programs.
  • Participate to cluster meeting and to meeting with relevant stakeholders with partners (Ex. MOH, other health actors) whenever possible
  • Collect relevant health reports on the evolving health situation, including stakeholder analysis (health sector intervention by NGO’s).
  • Produces regular sitrep for SV about health updates from the SV funded projects and contexts monitored.
  • In collaboration with the partners, keep an updated mapping of health facilities and contacts in the areas of intervention.
  • Maintains an updated contact list for relevant stakeholders for health and scope for new ones where appropriate for new health intervention.
  • Supports the partners based on ad hoc needs (Ex. design and implementation of health interventions, health staff recruitment, short term gap filling, E-prep)
  • Identify advocacy opportunities related to NCD-MH in collaboration with the Medical team leader.
  • Shares funding opportunities with the Ukraine and Medical Team Leaders.

WHAT DO WE EXPECT FROM YOU?

  • Medical or paramedical profile
  • 5 years of experience working in health/mental health programs in humanitarian settings
  • Comprehensive knowledge and applied experience of medical programming in humanitarian settings
  • Demonstrable work experience in the region around Ukraine or Ukraine itself;
  • Experience as (medical) coordinator highly desirable
  • Excellent communication, negotiation, diplomatic and interpersonal skills
  • You are able to work under stress
  • You have a flexible mindset
  • Excellent oral and written skills in English.
  • In addition, knowledge of Russian, Ukrainian or Polish is an advantage.
  • Enthusiastic, creative, enterprising.
  • Willingness to travel, including travel to conflict areas.
  • You endorse the goals and aims of the Refugee Foundation.
