What We Do

The International Committee of the Red Cross (ICRC – www.icrc.org) responds to worldwide humanitarian needs through its global network of delegations. The ICRC is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and other situations of violence and to provide them with assistance.

The Resource Mobilization Division (REM) manages the institutional relationship between ICRC and its various donors and partners.

In line with its 2019-2024 Institutional Strategy and 2020-2030 Institutional Resource Mobilization Strategy, the ICRC is recruiting 5 Regional Heads of Resource Mobilization Operations for the following regions; Asia Pacific, NAME, Eurasia, Americas and Africa.

Purpose

The Regional Heads of Resource Mobilization are the crucial link between the ICRC’s operational activities in support of affected populations and the ICRC’s institutional fundraising activities. The Regional Head of Resource Mobilization oversees and steers the institution’s collective fundraising efforts “in” and “for” the assigned region. This involves line management of relationship managers across all income streams present in the region, donor-facing representation at a senior level, as well as ICRC-facing coordination and steering. The position works closely with Operations and other regionally organized services to ensure two-way alignment of strategies and plans of action in a way that ensures the coherence of different fundraising income streams and that optimizes the ‘fundability’ of ICRC activities in the region.

Context

The five Regional Heads of Resource Mobilization are new positions, established as a step in the implementation of the ICRC’s Resource Mobilization Strategy 2020-2030 (RMS). The recruitment of these positions is the first step in a comprehensive restructuring of the donor relationship management functions of the Resource Mobilization Division, the implementation of a more ‘networked’ approach to fundraising across the organization and in the development of improved capacities to ensure the best fit of types of funding to operational activities. These transformations are mirrored by changes taking place in other teams within the Division which, together, aim to develop the ICRC’s business maturity across all five identified income streams (governments, private sector, development actors, movement partners, and new financing mechanisms) and bring greater synergies between fundraising activities and the rest of the organization.

Profile

Regional Heads of Resource Mobilization will need to be experienced managers with a strong understanding of ICRC Operations and other parts of the organization. They will need to be comfortable carrying institutional accountabilities around income autonomously and representing the institution in negotiations and engagements with high profile individual donors and counterparts in donor institutions at a senior level. Being the first of their kind, they will rapidly find themselves leading significant transformation of their teams and relationships with peers beyond the division as well as creatively imagining, designing, and implementing an evolution of the organization’s approach to resource mobilization. Given the increasingly transversal nature of resource mobilization activities, they will need to be comfortable working in a matrixial structure in a collegial and solution-oriented manner, while being able to assertively promote and defend the ‘income best interests’ of the organization with peers, senior managers and leadership.

Resource Mobilization ‘in’ a Region

Accountabilities & Functional responsibilities

  • The delivery of annual resource mobilization targets from donors within the region.
  • In close coordination with the RM Centers of Expertise, oversight and management of the portfolio of relationships with donors in a region.
  • The collection, sharing and actioning of intelligence relevant to resource mobilization between REM and regional teams.

Resource Mobilization ‘for’ a Region

  • In close coordination with the RM Products team, development of the ‘fundraising for a region’ function within the region, identifying and developing the best ways to work with operational teams in the region at HQ and in the Field to develop effective fundraising products that match ICRC funding priorities.
  • The management of resource mobilization dimensions of region-specific budgetary, resource mobilization, and operational processes like donor conferences, budget extension appeals, crisis committees and teams, etc.
  • The management of key assets for resource mobilization activities including communications materials, operational data, narratives, engagement opportunities, etc.

Management & Network

  • The design and set up of the Regional Resource Mobilization team, including the management of the transition from the current setup to the future structure.
  • The line management of Resource Mobilization relationship and product managers in line with ICRC standards, including ownership/sign-off of key decisions, communications and agreements pertaining to resource mobilization activities in the region.
  • Coordination with REM_CHF, Centers of Expertise, Products and Strategy Delivery teams in REM around resource mobilization operations and the transformation processes involved in the implementation of the Resource Mobilization Strategy 2020-2030.
  • The design and maintenance of frameworks of roles and responsibilities around resource mobilization within the region and the steering of resource mobilization activities delivered by teams outside REM.

Relationships

  • Reports to the Head of Resource Mobilization Operations
  • Is a member of the REM ‘Etat Major’ team of senior managers.
  • Oversees all operational Resource Mobilization teams active in the region.
  • Internally, interacts with the regional management team, metier representatives in the broader regional team, and delegation managements.
  • Externally, has a representational role vis-a-vis Permanent Missions in Geneva, relevant ministries/agencies of interest at the capital level, National Societies, and private donors and partners.

Certifications / Education Required

  • University degree required.
  • Fluent in English. French an asset. Other regionally relevant languages an asset.

Professional Experience Required

  • Typically, 15 + years professional experience.
  • ICRC operational experience, budget management experience.
  • Minimum 5 years’ experience in a Management position.
  • Minimum 5 years’ experience with the ICRC.
  • Experience of donor relations and external representation a strong asset.
  • Experience of Movement relationships and dynamics a strong asset.
  • Regional knowledge a strong asset.
  • Track record in delivering organizational change a strong asset.
