Background:

The Central and West Africa Regional Office (CWARO) located in Dakar, Senegal, supports and provides oversight to NRC’s country programs in Burkina Faso, Cameroon, the Central African Republic, the Democratic Republic of Congo, Mali, Niger, and Nigeria. NRC’s programs and advocacy support families affected by conflict in the sectors of shelter, food security and livelihoods, education, water and sanitation, camp management, protection and legal assistance.

All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements due to conflict and climate change. Aid workers continue to be affected by security incidents across the region. Shrinking humanitarian space also places aid workers at a greater risk. The expansion of Non-State Armed Groups (NSAG) has challenged the application of International Humanitarian Law by state security forces and contributes to risks faced by communities as well as NRC’s staff.

About the Position

The purpose of the Regional Head of HR position is to assume the overall responsibility of HR management in the region promoting learning, a cost-conscious culture and a high focus on quality. The Regional Head of HR has the overall responsibility for the strategic development of HR in the region. This role includes the delivery of strategic analysis and direction to NRC’s regional HR management capacity to provide maximum humanitarian assistance in accordance with NRC HO (head office) policies and initiatives.

Some of your roles and responsibilities will include:

  • Strategic development and planning of NRC CWA HR operations in relation to CO (country office) needs and Head Office requirements
  • Advise members of the Regional Management Group and Country Management Groups on workforce planning and organizational development, including in processes of downsizing and scaling of organizational structures at the regional and country level
  • Develop and contribute to the implementation of an action plan with the objective to increase nationalization and gender balance in the region
  • Ensure HR synergies are used across region and country programs, e.g. for recruitments, job rotations, gap fillings, internal secondments as well as for the development of procedures in other HR areas
  • Share best practices on operative HR issues with other HR Advisers and RHoHR in NRC, through regular fora for cooperation
  • Contribute to global HR development and participate in reference groups for new HR initiatives or thematic topics established by HR Global
  • Identify new HR initiatives for staff capacity building in the region. Ensure that the regional Learning and Development plan reflects the learning needs of the different countries
  • Establish a mechanism for forecasting/budgeting and follow up on HR-related needs for the regional office
  • Train staff on HR policies and advise staff on HR-related matters
  • Responsible for the strategy and implementation of the region staff care and duty of care policies/procedures
  • Oversee all HR activities of the RO, Line Managers, L&D (Learning and Development) Advisor, HR Advisor, HR Coordinator and HR Analyst
  • Conduct staff exit interviews, contribute to audit preparations, strategic planning sessions and participate in the program department’s relevant regular meetings

What You will bring

1. Professional competencies

  • Minimum of 5 years of relevant HR Management experience within the humanitarian field
  • Minimum of 2 years of team leadership experience, including staff management
  • Experience from working in complex and volatile contexts
  • Professional knowledge in HR Management
  • Documented/proven results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and French, both written and verbal
  • Knowledge of the context in the CWA region
  • Experience with start-up, exit or similar
