Regional Head of Health and Safety and Security

NRC is looking for a Regional Head of HSS who will serve as the lead technical resource on health, safety and security risks and crisis management within the newly created Central Eastern Europe Regional Office (CEERO). This function is line managed (direct) by the Regional Director (RD) and managed in a technical line (dotted) by the Global HSS Director. This role acts as the technical supervisor for Country HSS Manager in Ukraine, Poland, Romania and Moldova and will serve as a core member of the regional management group and crisis management team.

Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Following the escalation of conflict since 24 February 2022, NRC is scaling up its efforts inside Ukraine and in neighbouring countries to provide aid to tens of thousands people forced to flee. NRC has launched a humanitarian response plan for the next six months to support 800,000 people inside Ukraine and neighbouring countries. NRC will respond, largely through local partners, through an integrated approach combining our sectoral areas of expertise such as education, protection, legal aid (ICLA) and shelter. NRC is operational in Ukraine and is also in the process of setting up country operations in Poland and Romania and Moldova and potentially other countries subject to regional context developments. To support the regional response in the best way, NRC is in the process of setting up a regional office (Central and Eastern Europe Regional Office- CEERO) based out of Warsaw, Poland. This will ensure a centralised structure in proximity to the crisis and provide a coordinated support and management to the country operations.

What you will do:

• Promote and stimulate HSS risk management culture.
• Maintains a general overview of the HSS context within the region and briefs regional management on key security development and emerging threats within the region.
• Responsible for HSS risk management to staff, assets, operations and reputation of NRC.
• Implement the NRC Global HSS Management System at regional level, provides reports as required and monitors and support the implementation of global HSS initiatives from HO.
• Develop and maintain regional HSS documents and procedures incl. strategy and budget if required and monitors country and regional office compliance with the NRC HSS risk management policy.
• Report compliance scores/issues to the RD and HO every triannual.
• Follows-up on compliance issues raised by the RD and/or HO and travels to conduct verifications upon request.
• Serves as a member of the regional crisis management team, deploys to support country crisis teams within the region upon request, and contributes to the development of crisis management capacity within the region.
• Manage regional HSS staff at regional office.
• Support, mentor, train and control the development of HSS staff in country offices and organize and/or train and develop staff in HSS.
• Network, communicate and cooperate with relevant external HSS actors.
• Acts as the technical reference/resource for country HSS manager within the region. Reviews and provides feedback on all HSS products (plans, reports, assessments etc.) to ensure they comply with NRC standards and ensure copies are sent to HO HSS section for filing.
• Serves as a member of the CEERO senior management group as well as member of the Regional Management Group (RMG).

What you will bring:

• Minimum 7 years of non-profit or NGO work experience in international humanitarian assistance programs, with demonstrated capabilities in planning, organizing and executing security management operations in high risk and volatile contexts.
• Minimum 7 years in the field of security. Demonstrated experience working in good cooperation with regional and country managers and developing cooperative and effective security risk management teams.
• Advanced knowledge of risk assessment and management best practices and international standards.
• Advanced knowledge of humanitarian security management best practices.
• Demonstrated experience in crisis management.
• Substantial and demonstrated prior experience as a trainer, with an effective and professional training style, and the ability to develop, implement, facilitate and impart learning to senior management and to a wide range of audiences.
• Advanced report writing and good communication and presentation skills.
• Demonstrated understanding of humanitarian principles, codes of conduct, and NGO organizational culture.
• Documented results related to the position’s responsibilities.
• Knowledge about own leadership skills/profile.
• Fluency in English both written and verbal. Russian and/or Ukrainian desirable.
