Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Following the escalation of conflict since 24 February 2022, NRC is scaling up its efforts inside Ukraine and in neighbouring countries to provide aid to tens of thousands people forced to flee. NRC has launched a humanitarian response plan for the next six months to support 800,000 people inside Ukraine and neighbouring countries. NRC will respond, largely through local partners, through an integrated approach combining our sectoral areas of expertise such as education, protection, legal aid (ICLA) and shelter. NRC is operational in Ukraine and is also in the process of setting up country operations in Poland and Romania and Moldova and potentially other countries subject to regional context developments. To support the regional response in the best way, NRC is in the process of setting up a regional office (Central and Eastern Europe Regional Office- CEERO) based out of Waraw, Poland. This will ensure a centralised structure in proximity to the crisis and provide a coordinated support and management to the country operations.

What you will do:

The purpose of the Regional Head of Finance is to assume the overall responsibility for financial management in the region promoting innovation and learning, and a cost conscious culture with a high focus on quality. The Regional Head of Finance has the overall responsibility for the strategic development of the Finance in the region including delivery of strategic analysis to NRCs regional management. In addition, the post holder should provide direction to country finance management in line with NRC HOs policies and initiatives in order to provide maximum support to the delivery of humanitarian assistance in the region.

The post holder will work actively across the region to ensure strategic planning includes financial aspects that are aligned with global finance priorities. They will also feed in the field perspective from CEERO countries to the development of Global Finance initiatives. The post holder will meet regularly in the CEERO CMT.

  • Implement the global finance initiatives/tools/system in the region
  • Develop and implement specific financial procedures, SOPs, guidelines and tools in the region including forecasts.
  • Ensure control mechanisms in finance in NRC operations in the region
  • Provide regional level input and contributions to new global Finance initiatives and considering cross-regional implications of changes to policy and practice.
  • Responsible for guidance, support and capacity building to Finance staff and line managers in Country Offices in the region
  • Provide technical financial support in development of regional grants
  • Ensure financial oversight, monitoring and reporting on regional grants
  • Accountable for ensuring that best practice is shared on operational finance issues in the region and with other controllers/Heads of Finance in NRC.

What you will bring:

  • 5 or more years professional knowledge and experience in Finance, including financial and management accounting, budgeting, and stakeholder reporting
  • Preferably 5 years of relevant experience as a Finance Adviser or equivalent working within an international context (preferably the humanitarian field)
  • Experience from working in complex and volatile contexts
  • Experience from working with local partners in complex and volatile contexts.
  • Relevant qualifications (Eg Accountancy, MBA)
  • Fluency in English, both written and verbal
