The Opportunity

Save The children’s APAC 2022-2024 startegy is underpinned by a partnership-first mindset that places partnerships at the centre of everything we do. Concretely, partners play an active role in shaping our country strategies and collaborate as equals at each stage of the programme cycle. This approach cuts across all contexts. Our humanitarian responses are co-led, co-designed and co-implemented by our partners. To enable this programming approach, we regard organizational capacity development as a core competency of the organization and an enabler of our work across the five thematic areas.

The Humanitarian Leadership Academy is a a dedicated member-neutral capacity strengthening unit hosted within Save the Children UK, that provide quality capacity strengthening opportunities to suit individuals and organisations, and to strengthen the capacity of the Save the Children movement – ultimately supporting the humanitarian sector as a whole to adapt and become more locally-led**..**Capacity-strengthening and user-centred learning is, and will continue to be, of increasing importance – a key area to ensure the sector is able to respond effectively and efficiently to crises.

The purpose of this role is to lead the delivery of APAC partnersip strategy and drive forward the localisation and capacity strengthening agenda, both across the movement and as a critical stakeholder in the sector wide ecosystem in Asia. The post holder will lead a partnerships and capacity strengthening unit and be accountable for the progress identifying opportunities in the accessibility and uptake of learning solutions at a national and local level and ensuring these opportunities are seized for the benefit of the local communities in which Save the Children works.

Key Responsibilities

Capacity strengthening
* Set the strategic direction of the regional capacity strengthening model and localisation agenda in connection with the regional partnership strategy
* Finalise and implement the regional capacity building strategy and annual capacity building plan for the region.
* Develop the annual regional capacity strengthening plan for the SC movement which considers the learning needs and the learning solutions, products and services to meet these needs and how we can support the needs of other stakeholders in the region.

* Lead a regional, cross sector capacity strengthening group to ensure greater coordination of efforts, develop emerging networks, information and knowledge exchange, identification of opportunities.
* Represent SC in external coordination forums to ensure adequate coordination with other stakeholders working on humanitarian capacity building (INGOs, UN Agencies, donors and other relevant organisations and platforms).
* Chair the ASIA Humanitarian Capacity Building steering group with all SC stakeholders involved in capacity building for the region to ensure coordination and complementary of different actions.
* Represent SC on the HCBG [Humanitarian Capacity Building Group] including lead role in for the implementation and operationalisation of the HCBG workplan at the regional level.

* Working closely with the PDQ team and the Humanitarian Leadership Academy’s Creative Partnerships and New Business Development Team in identifying and pursuing emerging partnerships and new business opportunities.
* Contribute to supporting strong ways of working across the HLA, as well as taking individual responsibility for building an inclusive and supportive team culture.

Partnerships
Promote “A partnership first mindset” and fosters an enabling environment for partnerships within SCI
– Embed partnership mindset, values, and principles and in the way Save The children selects, onboards and grows its talents in APAC
– Lead the development and adoption of information management tools and analytics to track, monitor and direct investment to strategic partnerships
– Promote Save The Children’s commitments to partnerships and localization within the regional aid community (Donors, Partners, UN/INGO)

Develop and promote Save The Children’s unique partnering proposition, ensure that knowledge, resources, power and influence distribution contributes to more balanced partnerships, and consistently track the achievements and the quality of our strategic partnerships.
– Develop and promote the consistent use of a rigorous and comprehensive partnership quality framework
– Generate more flexible resources for partners, in particular for their organization development.
– Ensure that SC APAC key programming and strategic decisions are inclusive of partners

Enable and drive the diversification of our partnership portfolio
– Diversify engagement modalities and develop enabling ways of working w/ partners
– influence partnership practices and advocate for adequate resources among donors and peer organisations

People Management:
* Manage and develop staff within the Asia Capacity Strengthening and Partnerships Unit, ensuring that they have relevant, clear and achievable objectives, manageable workloads and appropriate professional development plans.
