General context of the project

INTERSOS is a humanitarian organisation founded in 1992, working on the frontlines of crisis situations. In its countries of operation, INTERSOS intervenes to assist the most vulnerable populations affected by conflicts, extreme poverty, natural and manmade disasters in challenging and hard-to-reach areas, where the humanitarian needs continue to be the greatest and where the humanitarian presence is often weak. In such contexts, INTERSOS focuses on providing forcibly displaced populations and host communities with life-saving humanitarian assistance, in the areas of Protection, Health & Nutrition, as well as WASH and Shelter.

INTERSOS Regional Office for Emergencies is part of the Programmes department and coordinates INTERSOS operations in Ukraine, Iran, Afghanistan, Venezuela and Colombia. In these countries INTERSOS provides humanitarian assistance to crisis affected populations through the delivery of protection and access to essential goods and basic services such as health and education. In Ukraine INTERSOS emergency response is focused on the eastern and southern part of the country, in those regions mostly affected by the fighting. is one of the partners of UNHCR, European Union, Italian Agency for Development Cooperation, and other institutional donors as well as private foundations.

INTERSOS Regional Office for Emergencies, composed of a Regional Director, a Deputy Director for Ukraine, Moldova, Colombia and Venezuela, a Deputy Director for Afghanistan and Iran and Regional Coordinators in charge of Finance, Human Resources and Logistics, supports and manages the country programmes mentioned above, providing in particular strategic direction, technical guidance and support in Programmes and Grant Management, Human Resources, Finance, Logistics, Security and Risk management.

General purpose of the position

The Regional Grant and Programme Officer of the Regional Office for Emergency is supervised by the Deputy Director. By delegation of the latter, he / she interacts with the missions and relevant departments and units in HQ to support and control the development of project proposals, ongoing projects’ amendments, partnership agreements, and internal and external reports according to the missions’ master plan and in accordance with the organization’s mandate and its internal model, as well respecting contractual requirement.​

Main responsibilities and tasks

Proposal development, revision and reporting

  • Responsible for coordinating with the mission and internal stakeholders (technical advisors, supporting department and Grants Units) for the timeline and revision of the proposal and reporting package
  • Supporting the missions in drafting and formulating project proposals and reporting package and project revisions, under the supervision and validation of the Deputy Director and coordinating closely with the Regional Financial Coordinator;
  • Supporting and controlling the revision of the substance and the form of donor reports and proposal package produced by the missions;
  • Ensuring a link with the Grants Officers or the Programme Coordinators in the missions and contributing to the formulation and proper implementation of the proposal, project revisions and reporting masterplans relating to the missions, in accordance with the donor schedules for the given period;
  • Acting as the regional focal point for HQ Grants Unit;
  • He / She ensures, with the support of the Grant Unit, that the donor guidelines are properly understood within the team responsible for preparing the proposal by drawing up a summary which is sent to the missions;
  • He / She is responsible for controlling the respect of the reporting schedule of the programs implemented in the missions during the given period;
  • He / She participates in the development of responses to donors as part of project development during the given period, in close coordination with the Regional Finance Coordinator and with the support of the Grant Unit;
  • He / She is in charge of the reporting deadlines set up in IMP before signature of grant agreement with donors and controlling, after signature of the agreement, that reporting timeline is respected;
  • He / She controls the filing of reports with donors, the archiving of the latest versions and acknowledgments of receipt during the given period in IMP.

Start-up / set-up emergency response in the field

  • Conduct in depth needs assessments both in areas targeted by the first response and new areas of intervention;
  • In line with the first findings of need assessments and ROE strategic priorities in the targeted areas of operations, identify intervention opportunities and design project proposals to be submitted to international donors and private foundations;
  • Upon request, guarantee constant presence and active participation to the coordination hubs (clusters meetings, other coordination meetings) with local and international stakeholders, enhancing visibility of INTERSOS’s intervention;
  • Support the emergency program implementation, in coordination with the emergency team deployed on the field;
  • Provide inputs and analysis to support the design of a possible mid-term strategy for INTERSOS mission in the given country/area;
  • Provide updated humanitarian and contextual crisis analysis to ROE team in HQ and field senior staff in order to facilitate a strategic decision making process related to emergency response and to update the country strategies

Other tasks

  • He / She is responsible for drafting external communications materials (media, articles) with the support of the Deputy Director;
  • Produce desk review and in collaboration with Technical Units, the analysis and monitoring of worldwide humanitarian crises including humanitarian responses and funding trends;
  • Support for development/revision of procedures and derogations to be used in emergencies in line with international emergency response standards and methodologies.​

Required profile and experience

Education

An advanced university degree in a relevant field, or equivalent working experience​

Professional Experience

At least 5 years technical experience, including substantial field based experience in set up and organize emergencies response and develop emergency multi-sector program​

Professional Requirements

Knowledge of INTERSOS major donors requirements (ECHO, BHA, UNHCR, UNICEF, AICS, INTPA, etc) Demonstrated experience in proposal writing, Proven management skills with effective personal communication skills; Flexibility and ability to take initiative to adapt to changing circumstances​.

Languages

Excellent verbal and written communication skills with fluency in English, Spanish
