Context:

Established in 1951, the International Organization for Migration (IOM) – the leading intergovernmental organization in the field of migration – is part of the United Nations system. The Strategic Plan for 2024-2028 sets out IOM’s vision to deliver on the promise of migration, while supporting the world’s most vulnerable.

Designated by the UN Secretary-General and reaffirmed by the UN General Assembly, IOM is the Coordinator of the UN Network on Migration (UNNM) and works with Member States, UN agencies and a wide range of stakeholders such as regional consultative processes, regional organizations, civil society, parliaments, local authorities, the private sector, among others.

Under the overall supervision of the Deputy Regional Director for Operations and the direct supervision of the Senior Regional Liaison and Policy Advisor, the Regional GCM and UN Migration Network Officer will coordinate IOM’s contribution to the implementation, follow-up, and review of the Global Compact for Safe, Orderly and Regular Migration (GCM) in the Americas.

Core Functions / Responsibilities:

  1. Co-lead the development of the regional UNNM workplan as well as facilitate, monitor, assess and report on its implementation.
  2. Carry out day-to-day coordination activities with the UNNM Secretariat, IOM Country Offices, and UNNM members.
  3. Promote and facilitate stakeholder engagement, notably civil society, regional consultative processes, regional organizations, regional parliaments, local communities, the private sector, among others.
  4. Spearhead the preparation and organization of regional reviews and support engagement in the International Migration Review Forum (IMRF).
  5. Support and advise IOM country offices in the implementation of the GCM at the national level.
  6. Co-organize trainings for the Regional Office, IOM country offices, and UN Country Teams (UNCTs) on GCM implementation and its contribution to the Sustainable Development Goals (SDGs) and on supporting governments in GCM implementation.
  7. Promote, advance and support UNNM initiatives such as champion countries, pledges, best practices, GCM talks, among others, and ensure the collection of contributions from the region to the different working groups, workstreams and reports, responding to queries or requests for assistance as required.
  8. Provide expert guidance, support and advice for the development of MPTF proposals in coordination with the Project Support Unit.
  9. Prepare and review concept notes for events (meetings, webinars, workshops, and trainings).
  10. Work with RTS and PSU to ensure project proposals reflect and advance the vision, guiding principles, and objectives of the GCM.
  11. Prepare substantive inputs for the development of national and regional migration policies.
  12. Prepare and/or contribute substantive inputs to talking points, IOM position papers, speeches, presentations, press notes and other relevant materials.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in political or social sciences, international relations, law, or a related field from an accredited academic institution with five (5) years of relevant professional experience.
  • University degree in the above fields with seven (7) years of relevant professional experience.

Experience

  • Extensive experience in GCM implementation at the country or regional level.
  • Demonstrated experience in liaison and coordination with governments, regional consultative processes, UN agencies, civil society and other relevant actors.
  • Experience in IOM or the United Nations system working on migration and inter-agency issues, preferably familiarity of the UN Development System.
  • Significant experience in preparing and delivering presentations and speeches on relevant issues.

Skills

  • Demonstrated strategic and creative thinking.
  • Good understanding of migration issues in the region.
  • Proven knowledge/understanding of migration governance, including the Global Compact for Migration
  • Strong analytical skills.
  • Excellent writing and oral presentation skills in English and Spanish.
  • Strong organizational skills and attention to detail.
  • Ability to motivate, supervise and coach/ direct staff.
  • Information knowledge management skills and advantage.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and Spanish is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, and Russian) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
