Location: Bucharest, Romania (for Romanian candidates) or Kyiv, Ukraine (for Ukrainian candidates)

Position Summary and Purpose:

The Regional Finance Manager has an area of responsibility of Romania, Ukraine and Poland. This position will primarily be responsible for ensuring the effective and efficient financial management of all funds, including government, donor, and non-program funds. They shall provide overall management and guidance, maintain financial systems and procedures including procurement processes, and oversee the general administrative management of the country offices, ensuring compliance with IOCC and donors’ regulations and guidelines.

Responsibilities and Essential Functions:

Financial Reports:

· Prepare, interpret, update and maintain monthly financial plans and reports for various users which include IOCC management, country-office management, Donors and Partners

· Review all financial transactions and ensure they are posted daily to the accounting system to produce reports for management and HQ

· Prepare monthly financial reports to IOCC HQ in accordance with IOCC policies, and in accordance with Generally Accepted Accounting Principles (GAAP)

· Receive from country offices, review, and submit to HQ monthly project reports as required by IOCC HQ management and donors

· Support key HQ and regional management staff by providing any requested financial reports or related documents

Budgeting:

· Prepare or oversee preparation of project budgets for proposals and amendments in coordination with Program staff in accordance with IOCC policies and donor requirements

· Prepare annual budget for country operating plan (COP) for the area of responsibility

· Upload all approved budgets into the accounting system and update master budget for the region

Cash Management:

· Oversee and monitor the offices’ cash and bank payments, preparation of vouchers for cash receipts and cash disbursements

· Analyze ways to make the country offices and regional office more efficient without compromising operational objectives and quality, and to help minimize losses from misappropriations, waste and foreign currency fluctuations

· Oversee project cash flow projections as needed in coordination with program staff

· Prepare monthly cash by project report to HQ for the region

· Oversee cash requests/invoices to donors as needed

· Oversee monthly cash requests to HQ

Compliance/Government Requirements:

· Implement internal control procedures and systems throughout the region, following the Field Finance Procedures (FFP), Field Operations Administration Manual (FOAM) and IOCC procurement policy and donor requirements and local laws and regulations

· Ensure that staff are informed and in compliance with established policies and procedures

· Oversee preparation and submission of public documents and compliance reports for government agencies and monthly reports to the appropriate tax or government agencies

· Conduct meetings with Partners and Subrecipients to ensure compliance, and to assist with program implementation

· Provide documents and assistance to auditors and donor representatives during project or annual audits

Documentation:

· Oversee preparation of internal vouchers in support of all financial transactions and ensure all related invoices, receipts and any other backup documents are properly collated and filed

· Oversee, review, and monitor files of all financial documents and reports in accordance with IOCC and Local policies and regulations

· Oversee project documentation both electronic and hard copies including contracts, budgets, amendments, reports and correspondence

· Oversee all documentation related to staff personnel and consultants in accordance with IOCC and local policies and regulations

Journal Entries:

· Ensure all transactions are recorded and posted continuously, throughout the region

· Ensure adjusting journal entries are completed as needed

Administrative:

· Maintain office Inventory lists as per the approved purchases

Minimally Required Knowledge, Skills and Abilities:

· Technical Knowledge: Generally Accepted Accounting Principles (GAAP), audit principles, accounting software

· Management Skills: Ability to think strategically, analyze processes and make recommendations

· Software Applications and Computer Skills: database or other specific computer programs, accounting software, Microsoft Office Suite (Excel, Word)

· Organizational Skills: extremely organized, calendar management, attention to detail, deadline driven, high level of confidentiality to financial or other sensitive information and utilize sound judgment, able to meet tight deadlines while managing simultaneous activities

· Self-Management / Teamwork: Ability to work with minimum supervision, independently and in a team

· Communication: good verbal and writing skills and command of the English language; solid inter-personal communication skills with an ability to adapt to various work styles and personalities; ability to effectively handle stressful situations and shifting priorities

· Relationship Building: Ability to build strong institutional and professional relationships with all staff, partners, donors, and local authorities; sensitivity to cultural conditions and practices

Minimally Required Education, Experience, and Training:

– Bachelor’s or other University degree in Finance, or Accounting, or equivalent experience in related field; or a combination of education and work experience that yields the minimally required knowledge, skills and abilities

– 7 years of experience in financial operations, auditing, budget control

– 3 years of experience working in Non-profit

– Fluent English; Fluent Romanian or Fluent Ukrainian.

Supervision Received: Regional Finance Manager works on own initiative with supervision from Regional Director for Ukraine Crisis Response, who establishes strategies and evaluates end results.

Regional Finance Manager works with three accounts (one in each country of the UKR Program: Romania, Ukraine and Poland)

**Employee Contract Type:**Temporary Individual Labor Contract, for one year.

Working Environment: Office based work (Bucharest or Kyiv)

Work Time: 40 hours/week, from Monday to Friday, including lunch break

Travel: This job requires quarterly travel to Romania, Poland and Ukraine (only in safe areas).
