The Swedish Red Cross (SRC) is strengthening international engagement. As part of this effort, SRC is enhancing the field presence and capacity in countries where we have longer term engagement. The Regional Finance Coordinator is one of the key positions as part of this effort. We are now looking for a Regional Finance Coordinator to join our Europe Regional Unit, with a primary focus on the Ukraine crisis response, based in Kyiv.

Your role in the organisation

As a Regional Finance Coordinator, you are the link between the program countries in your region and the SRC headquarter to support the field offices to undertake effective financial management of the SRC programmes and projects in the region and other financial matters arising. You are responsible for the coordination of the application of finance policies, processes, and procedures throughout our programs in your region. For the Europe Unit, the countries of engagement are primarily Ukraine, Romania, and Moldova, but this may change over time. You work closely with the Country Representatives, the Program Managers, and the Country Finance Officers to ensure adequate financial management. You collaborate with the Finance Unit, the Quality and Capacity Unit, and Logistics Function in the head office to implement Swedish Red Cross’ guidelines, rules, and regulations in the field. You interact with the Controller Function to support assessment of partners, to set up and implement agreed internal control measures, financial routines and standards. You report to the Head of Europe Regional Unit.

The duty station is Kyiv, Ukraine, but the position will also support other countries in the region and travelling within the region as well as to headquarter office in Stockholm is required as part of the work.

Key duties and responsibilities

  • Coordinate the accounting functions of the country offices in your region, in line with SRC rules and procedures.
  • Support the country office staff in their financial management in programs and projects, including grant agreements and financial reporting to donors
  • Monitor and support the compliance of donor financial requirements
  • Support preparation, follow up, and analysis of the office and supported national society programme and project budgets, consistent with plans and donor financial conditions
  • Ensure that accounting and supporting documentation of SRC funded operations is in line with SRC requirements and international accounting standards
  • Ensure monthly closure of accounts within required deadlines and the preparation of the office cash request
  • Facilitate and enhance successful audit of the country offices’ local operations and programmes
  • Support system improvement initiatives and ensure smooth roll out in country offices
  • Ensure that procedures related to internal control and risk management are followed
  • Transfer knowledge of SRC finance procedures to country finance officer(s)

Your profile

The position demands that you have strong analytical skills, sound judgement and are focused on the result. You need to be systematic and structured, with the ability to handle high workloads. You meet deadlines and can work with an elevated level of independence in culturally diverse environments.

As a successful candidate you have solid interpersonal and communication skills and enjoy constructive teamwork and able to positively interact with all levels of society.

Required qualifications and experience

  • Bachelor (or Master’s) Degree in, Business or Public Administration or Accounting or related field
  • Minimum of ten (10) years of professional experience, whereof minimum five (5) years in the field
  • Significant field experience in complex and volatile contexts
  • Experience of financial management in international humanitarian or development work, including advanced knowledge of accounting concepts and use reporting applications
  • Understanding of internal control and treasury management concepts
  • Experience of project management and capacity strengthening
  • Relevant security training for work in high-risk environment (HEAT or equivalent)
  • Proficiency in the use of Microsoft Office Tools and other IT
  • Proficiency in written and spoken English
  • Valid driving license for manual transmission vehicles

Desired qualifications

  • Experience of work within the Red Cross and the Red Crescent Movement
  • Volunteer work within the Red Cross and the Red Crescent Movement
  • Experience of work with international non-governmental organizations
  • Experience working with EU (specifically ECHO) grants
  • Ukrainian, Russian and/or Romanian language is a strong asset

Other requirements

  • In line with the principle of neutrality SRC does not assign delegates to a country of which they are nationals
  • Candidates must be in good health and are required to pass a medical check-up prior to departure to the duty station
  • Candidates must hold a manual driving license and have experience in driving manual transmission vehicles
  • Valid work permit or equivalent for the EU
