Location: Remote based or within one of RI Africa/Asia Countries of Operation

Reports to: Regional Finance Manager – Africa/Asia

About our Regional Programs:

RI currently operates in eight countries in the Africa/Asia region: Afghanistan, Bangladesh, Iran, Myanmar, Pakistan, Philippines, South Sudan, and Sudan, with a focus on the four RI sector pillars: Health, WASH, Education and Economic Opportunity. RI currently employs more than 3,000 staff (direct and indirect) in the Africa/Asia region and implements a range of emergency response and development programs valued at approximately $60 million USD on an annual basis.

Position Summary:

As a member of the regional finance team, the Regional Finance Coordinator (Roving) will assume country office or regional finance roles for temporary periods to cover resourcing gaps and to deliver on discrete projects and initiatives so that adequate financial management is sustained and improved. This will include the line management of any appropriate finance and awards staff within the remit of the posting, identifying any capacity gaps and proposing appropriate solutions and capacity building of country office teams.

The Regional Finance Coordinator (Roving) will also act as a champion for Relief International financial policies, standards and procedures, coaching and mentoring staff and colleagues to ensure a thorough and complete understanding is maintained.

In the event of humanitarian emergency, the Regional Finance Coordinator (Roving) will be expected to work outside the normal job description and be able to vary working hours accordingly.

Essential Responsibilities and Duties:

· To provide support and coordination in accounting, financial, reporting and budgeting processes for RI Country offices.

· Oversee and support country offices in to implement, maintain and improve financial management system, policies and procedures. Ensuring the global policies are valid and relevant to the country office operations and recommend contextual country specific polices when needed.

· Perform quality reviews and analysis on monthly financial reports for the Country Offices. These reports include – balance sheet, income statement, Bank/Cash reconciliation reports, BVAs, forecasting and budgeting.

· Work with Country Finance managers to provide training and oversight to country finance staff in order to enhance and develop country finance staff capabilities.

· Carry out regular support visits to countries if required, including the induction and training of newly recruited country key finance staff.

· Ensure compliance with donor rules and regulations. Perform compliance reviews of donor financial reports and finalizing the reports for submission.

· In Consultation with RFM, provide policy clarifications and assistance to the Country offices in understanding and complying with RI and donor policy and procedures.

· Carry out regular review of bank accounts and Bank signatories and ensure compliance with banking policies of RI.

· To oversee internal and external audits including ensuring that all financial records and backup documentation are ready and available, in coordination with the Country team. Providing support to External auditors where necessary and follow ups on external audit management letter.

· Perform other duties as assigned.

QUALIFICATIONS & REQUIREMENTS:

This position demands a highly dynamic, proactive, autonomous and flexible individual with previous exposure and work with international NGOs and humanitarian programming. An excellent communicator and team player with fluency in English and at ease working in a highly diverse team, capable adapting communication styles to different audiences.

· Accounting or commerce degree and/or relevant full professional qualifications (CPA/ACCA);

· Ability to travel internationally to support different country programs;

· Requirement to undertake travel for approximately 80% of the time (deployments of up to 3 months at a time)

· Progressive experience in NGO or non-profit organizations and familiarity with international donor agencies and governments grants administration;

· Fluent in English is necessary;

· Minimum of 5 years similar progressive work experience in financial management. Ideally. Not-for-profit experience an advantage;

· An unquestionably high level of integrity and ethic;

· Demonstrable ability to adapt to challenging working environments within a developing country context;

· Demonstrated experience in identifying issues in financial management, applying sustainable solutions, and supporting teams to achieve result;

· Proven experience in training and capacity building of staff and teams, including coaching and mentoring staff;

· Knowledge and use of financial software packages. NetSuite experience is preferred

· Ability to adapt quickly to a new environment and achieve results with multiple priorities and deadline

· Strong results orientation, with the ability to challenge existing mind-set;

· Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and culture;

· Demonstrated ability of working with a range of stakeholder.
