ABA Rule of Law Initiative (ABA ROLI) is a non-profit program that implements legal reform programs in roughly 40 countries around the world. ABA ROLI has nearly 400 professional staff working internationally. ABA ROLI’s partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organizations.

JOB DESCRIPTION

The American Bar Association Rule of Law Initiative (ABA ROLI) works in countries around the world on an array of rule of law and legal reform programs. ABA ROLI seeks a full-time Field Finance and Operations Manager (FFOM) to oversee the financial and administrative operations of our programs in Asia. Under the supervision of ABA ROLI’s team in Headquarters in Washington, D.C. DC, the FFOM will work with ABA ROLI program and finance team members to provide financial management of the field operations led by ABA ROLI’s partners on the ground. The FFOM will ensure compliance with donor and ABA ROLI policies and procedures, and local laws.

The initial contract duration is expected to be for approximately 1 year, with potential for extension, and is currently anticipated to commence in May 2022.

RESPONSIBILITIES

The duties of this post include, but are not limited to, the following:

  • Preparing detailed monthly expense reports in English, using QuickBooks software;

  • Preparing monthly budget forecasts/projections;

  • Undertake financial analysis and scenario planning to inform programmatic and strategic decision making;

  • Monitoring program spending for the duration of each grant;

  • Ensuring timely payment to vendors in compliance with ABA ROLI policies and procedures and US and Pakistani relevant laws;

  • Maintaining financial and operational policies, including security policies in collaboration with ABA ROLI’s Washington-based security staff;

  • Overseeing the drafting, executing, and managing of contracts for staff, consultants, and vendors; as well as maintenance of staff timesheets, tracking of leave time;

  • Prepare and manage all types of financial reporting, including but not limited to quarterly reports, project financial reports, statement of accounts and financial audit as requested;

  • Provide analysis and advice on the reports and best practices to support the programmatic team to deliver required outcomes in an effective manner;

  • Undertake procurement in accordance with ABA ROLI policies;

  • Safeguard ABA ROLI assets through effective monitoring and management;

  • Establish and maintain collaborations and relationships with ABA ROLI’s counterparts and vendors to ensure ABA ROLI financial policies and procedures are understood, strictly followed and applied where relevant;

  • Oversee office logistics and supplies, when relevant;

  • Understand the changing operational and financial regulations and keep team informed;

  • Provide support on logistical arrangements for program activities, including travels;

  • Build the capacity of ABA ROLI’s partners in several areas, including but not limited to:

  • Maintaining the office cash and bank accounts, conducting monthly bank and cash reconciliations;

  • Managing office funds, including bank accounts and petty cash;

  • Financial reporting and budget forecast;

  • ABA ROLI and Donors’ policies and procedures.

  • Other related duties as required.

QUALIFICATIONS

Education

  • Master’s or equivalent advanced degree in accounting, management & administration, commerce or finance;

Work experience

  • At least three to five of senior financial management experience within an international non-governmental organization (INGO) or multilateral institution;

  • Experience working with US government-funded projects, including familiarity with OMB Circular financial regulations;

Management experience

  • Experience working within a team composed of multi-disciplinary teams (financial and programmatic staff);

  • Experience in human resource management and/or office administration;

Core competencies

  • Demonstrated ability to work effectively within a team and individually;

  • Ability to multitask across a number of different grants and be guided by multiple program managers/directors in a matrix office environment;

  • Ability to travel to Pakistan;

  • High degree of organization, professionalism, integrity, trustworthiness and flexibility;

  • Ability to use discretion when working with confidential documents and information;

  • Ability to operate efficiently while juggling multiple priorities;

Languages

  • Strong written and oral communication skills and the ability to communicate effectively in English;

  • Knowledge of Urdu and/or Pashto would be an advantage.

IT Skills

  • Advanced skills in QuickBooks, Excel, and Word.
