Regional Director- Europe, Ukraine Response

CORE is seeking a seasoned manager and inspiring leader with experience to lead CORE’s multicounty operations focused on providing support to refugees, IDPs, and local service providers in Ukraine and border countries. The Regional Director for CORE Europe/Ukraine will manage a young, dynamic staff of expatriates and local staff several million-dollar portfolios of county and cross-country programs. The Regional Director is expected to bring experience managing USAID, UN, EU, and private donors, and be capable of interfacing with a variety of donors and community partners to advance CORE’s mission.

Responsibilities:

  • Work on two tracks and in several different locations simultaneously. The first track providing immediate relief supplies and supporting shelters and local organizations in Poland and Ukraine; the second focusing on longer term durable support to the displaced through housing, water/sanitation, early recovery activities.
  • Identify and explore new partnerships and funding opportunities
  • Identifying resources to leverage from BHA, IOM, PRM, and other UN entities to continue working over the course of the war (several years likely)
  • Lead the field input and support relevant staff in developing concept papers, proposals and budgets
  • Serve as liaison between CORE Europe/Ukraine and CORE Headquarters, advocating for CORE Europe/Ukraine to HQ, as well as overseeing implementation of HQ led policies in the Europe market
  • Ensure and promote collaboration between departments and country/field offices within CORE Europe/Ukraine, ensure harmony of strategy/vision in different offices
  • Represent CORE/Ukraine with donors and external partners
  • Establish and maintain highly collaborative working relationships with key stakeholders with relevant in-country stakeholders; serve as the primary point of contact to donors and as the principal liaison with donor staff, institutions, and country partners to exchange information and develop professional relationships.
  • Be responsible for the overall management of the CORE Europe/Ukraine operations
  • Supervise CORE Europe senior management staff
  • Innovate, initiate, and implement future programs and activities for CORE Europe/Ukraine
  • Provide regular reports on program activities following internal CORE and external donor monitoring requirements.
  • Lead the development of annual work plans, annual and quarterly reports, and other requests that may come from donors
  • Effectively manage and supporting long- and short-term consultants
  • Develop processes to improve efficiencies, communications and structure for the area programming and in conjunction with CORE leadership
  • Perform any other work-related duties if applicable

Requirements:

  • University degree in relevant international development/humanitarian aid work subjects and/or equivalent field experience at a senior level
  • At least 10 years of professional managerial experience in the international development/humanitarian sector, social science, economics, business administration, development studies, international relations, public administration or a related field
  • Shelter, WASH, GBV, management of refugees/displaced a plus
  • Demonstrated leadership, strategic thinking/planning, management, and presentation skills required
  • Excellent analytical skills, observation and analysis capacity
  • Proven experience of budget management across multiple field sites and with multiple partners.
  • Very good knowledge of G-Suite and Microsoft Office (including MS Word, Excel)
  • Readiness to commit and adhere to the values, mission and vision of CORE
  • Excellent writing, reporting and communication skills
  • Bilingual in Ukrainian or another language preferable
  • A proven effective leader, problem solver with the ability to motivate others
  • Ability to communicate openly and maintain good relationship within the team, government and other local authorities, donor, and other stakeholders
  • Responsive, motivated, and willing to take responsibility
  • Ability to cope with stress and to adhere to deadlines and respect line management
  • Attention to detail and structured way of approaching tasks, and to plan and be result oriented (proactive)
  • Ability to work and travel in and out of the proposed countries
