Regional Deputy PDQ Director – Ukraine and Regional Refugee Response

ROLE PURPOSE:

The Deputy PDQ Director plays a key role in ensuring high quality, timely technical support to technical advisors in Save the Children International’s responses to the Ukraine crisis (currently structured as the Ukraine Conflict Response in Ukraine, and the Regional Refugee Response in neighbouring countries), and in linking with MEEE regional and global work and broader initiatives.

Drawing on a range of resources (own team members, MEEE RO PDQ team, global resources, consultancies), this position ensures the provision of timely, contextually relevant backstopping and hands on programmatic and technical support to response technical advisors and ensures effective linkages across response locations on key thematic initiatives. The role ensures support to response strategy development and proposals; as well as analysis pieces to support programming in practical ways; and manages response wide research, evidence, learning, accountability and M&E processes. The Deputy PDQ Director will ensure that technical support to response teams is integrated, and that a gender and disability inclusion focus is underpins all approaches. This position also plays a key role in ensuring streamlined technical communication outward to the wider SC movement, as well as coordinating effectively with key staff in the RO team.

The position includes travel to SCI’s Ukraine response locations.

Location: Home Based, Able to work in CET Time Zone.

SCOPE OF ROLE:

Reports to: Regional Director, Program Quality and Development, plus dotted line to Head of Programmes, One Humanitarian Team

Staff reporting to this post: at least 4 Technical Advisory positions

Budget Responsibilities: TBC, consultancies.

Role Dimensions: Key stakeholders for this position include Response Team Programs Leads, RO PDQ Team, plus RO Operations, Advocacy, and Resource Mobilisation Teams; SCI’s Global One Humanitarian Team (Programs staff). In addition, the role will foster relationships with a wide range of internal and external stakeholders including Save the Children Members and technical partners.

Key Areas of Accountability:

General Management

  • Provide leadership and people management for technical experts in or deployed to the MEEE RO to support Responses mobilised around the crisis in Ukraine
  • Access global policies, procedures and technical resources which will support the Ukraine Country Office and Response teams technically or operationally
  • Carry out the responsibilities of the role in a way which reflects Save the Children’s commitment to safe programming and safeguarding children, in accordance with our Code of Conduct and Child Safeguarding Policy.

Programme Strategy and Development

  • Ensure the Ukraine Country Office and Regional Refugee Response teams are supported to design contextually relevant multi-sector response and recovery strategies and programme plans, in line with SCI Humanitarian deliverables, and ensuring quality programmatic approaches and maximum integration between sectors
  • Support the Ukraine Country office and Regional Refugee Response teams to identify areas of shared priorities and develop approaches / plans to take these forward, as needed
  • Ensure the Ukraine Country office and Regional Refugee Response teams are supported to meet their technical staffing needs (both national and international)
  • Ensure the Ukraine Country office and Regional Refugee Response teams are supported to develop quality project proposals, particular facilitating linkages for multi-country proposals

Programme Quality

  • Ensure the Ukraine Country Office and Regional Refugee Response teams are supported to maintain the minimum standards of humanitarian relief in accordance with the CHS, Sphere Charter and Red Cross Code of Conduct, and SCI Humanitarian principles and global standards.
  • Coordinate with SCI structures to ensure that technical backstopping support is in place
  • Ensure the Ukraine Country Office and Regional Refugee Response teams are supported to design and implement high quality REALM processes, which are effectively informing decision making
  • Ensure the development and implementation of a regional (multi country) Research, Evidence and Learning agenda to capture evidence of impacts, learning and analysis to inform regional and global thinking
  • Ensure the Ukraine Country Office and Regional Refugee Response teams are supported to build innovation, document lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning
  • Ensure the Ukraine Country Office and Regional Refugee Response teams integrate child-friendly, gender-sensitive, inclusive, accessible and appropriate accountability systems and child participation.

Representation, Advocacy & Coordination

  • Ensure high quality, timely technical inputs to support Regional Advocacy priorities
  • Where strategic, necessary, and relevant, and where capacity exists, support SC engagement in humanitarian coordination structures and working groups
  • Ensure meaningful engagement and participation PDQs and responses teams in Regional and global initiatives
  • Help shape broader sector strategies at the interagency level through influence of and leadership within inter-agency coordination forums, ensuring that SC is “the voice of children” and that the specific needs of children are being addressed across the humanitarian responses.

General

  • Contribute to regional team collaboration, meetings and planning processes, internal initiatives and reporting requirements
  • Demonstrate leadership in relation to Save the Children policies and practice with respect to child safeguarding, bullying and harassment, code of conduct, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS AND EXPERIENCE

  • Master’s degree in a related field.
  • At least 7 years’ experience of working on international Humanitarian programs with experience in program leadership role
  • Demonstrable experience in gender and disability inclusion approaches
  • Demonstrated program design, monitoring, research and evaluation skills, including designing pathways to sustainable impact at scale.
  • Successful experience in navigating complex organisational structures and in working matrix management structures
  • Skilled at networking, representation and consultation
  • Track record in successful business development/fundraising and donor engagement, with a broad range of donors
  • Fluent in English with high level of English writing skills.
