‘Support to the Africa-led movement (ALM) to end FGM/C’ Programme

The UK Government (Foreign, Commonwealth and Development Office – FCDO) has a vision of a world free from Female Genital Mutilation/Cutting (FGM/C) by 2030, in line with the SDGs. A programme has been established entitled ‘Support to the Africa-led movement (ALM) to end FGM/C’ to contribute to global efforts to achieve that vision. Following a co-creation period, programme implementation began in September 2021.

This programme will support and build the capacity of the Africa Led Movement to end FGM/C at multiple levels and at scale, working in partnership with the rest of the FGM/C movement, complementing UN agencies (such as the UNFPA-UNICEF Joint Programme on FGM/C), Saleema initiative, other alliances (such as Girls not Brides etc.) and grassroots Civil Society Organisations (CSOs), women’s and girls’ movements, etc.

The programme includes two consortia working in close collaboration. Options leads a consortium including Amref Health Africa, ActionAid UK, Orchid Project, ACCAF and University of Portsmouth to implement the ‘Support to the Africa Led Movement to End FGM/C. Population Council is implementing ‘The FGM/C Data Hub: Data and Measurement Support to the Africa Led Movement to end FGM/C’.

Position

Options is seeking a Regional Coordinator to oversee and monitor the day-to-day implementation of The Support to the Africa led Movement to end FGM (ALM) programme activities in Senegal with inclusion of cross-border areas with community or political links. The Regional Coordinator will act as the Options focal person at country level and be responsible for strengthening the collaboration of ALM partners for high-quality and consistent programme delivery.

Summary purpose and objective of role

The objective of the role is to act as the Options focal person at country level, for operational support, monitoring and evaluation and partner liaison under the supervision of the ALM Team Leader, who is based in Nairobi. The Regional Coordinator will also focus on strengthening the collaboration of ALM partners for high-quality and consistent programme delivery whilst following the highest safeguarding standards.

This will be achieved by:

  • Providing guidance to partners on day-to-day implementation of programme activities, and actively engaging with ALM consortium and implementing partners to ensure the coherent, consistent, and integrated delivery of programme workstreams and interventions at country level.
  • Acting as ALMs’ day to day consortium representative at country level, providing technical expertise and guidance, managing risks and building strong relationships.
  • Planning and facilitating regular meetings of local ALM partners in Senegal and undertaking regular monitoring visits to programme sites.
  • Developing strategic alliances and strengthening collaborative partnerships with relevant country government departments, non-government stakeholders and other likeminded stakeholders, following strict Do No Harm guidelines.
  • In liaison with the MEL team, undertake validation of data and progress reports submitted by the implementing partners and as required by the programme.
  • Developing monthly reports for Options and wider consortium on national ownership progress, opportunities, and challenges.
  • Ensuring the senior management team (SMT) is informed about the progress of the programme and potential risks on a regular basis.
  • Undertaking and/or facilitating any local activities required to ensure optimal programme implementation in Senegal, under the guidance of the ALM SMT team in Nairobi

Requirements

Person specification

  • Post-graduate degree in relevant subject (public health, business or the social sciences) or equivalent work experience.
  • At least ten years’ work experience, with significant experience in the provision of technical assistance for sexual and reproductive health and rights; as well as experience and knowledge of priority GBV/FGM issues facing women and girls in Senegal.
  • Strong leadership and organisational skills.
  • Considerable experience in leading the delivery of donor-funded programmes, particularly those funded by FCDO.
  • Diplomatic and clear communications with staff, stakeholders, and clients.
  • Good negotiation skills and strong decision-making and trouble-shooting skills.
  • Ability to communicate and write competently in both French and English.
