The Opportunity

Location: Amman, Jordan (remote work from another country in the Middle East where these is an SCI Country Office possible)

This role is responsible for providing context analysis to support humanitarian responses in the MEEE.

Save the Children operates in complex and changing environments across the Middle East and Eastern Europe. The organization depends on reliable analysis of these operating environments to inform day-to-day decisions and to inform longer-term strategic planning. The post-holder will work closely with the Regional Strategic Analyst to identify key information gaps, and to generate and disseminate actionable analysis.

The Regional Context Analysis Officer will be a core member of the Regional Office operations team and coordinate regularly with colleagues in country offices and in the wider organization. Together with the Regional Strategic Analyst, the Officer will ensure close engagement with and support to the global Context Analysis and Foresight Unit (CAFU).

Key responsibilities include (1) developing an informed, systemic understanding of the contexts where SCI operates; (2) gathering and synthesizing information and analysis on context developments affecting SCI operations; and (3) effectively communicating this analysis upon request to relevant internal stakeholders. The purview of the analysis is broad-including not only political and conflict dynamics, but also covering relevant factors shaping the context such as climate change, economic developments, and food security. The post-holder will maintain key contextual documents, such as actor maps and scenario forecasts, in addition to regular monitoring of key external data sources as required.

In order to be successful, you will bring/have:

  • A degree in an appropriate field (journalism, international relations, conflict resolution) or relevant professional experience.
  • A passion for research, driven by curiosity, and an open mind to challenge assumptions based on new information.
  • The ability to thoroughly and creatively think through complex context issues; the ability to draw connections between developments in multiple countries (for example, the connections between events in the Gulf and the conflict in Yemen).
  • Language: Professional-level English and Arabic.
  • Strong writing, editing, research, and analytical skills.
  • Excellent communication skills, including good public presentation skills.
  • Knowledge of the history and current context of the Middle East, or specialization in one or two country contexts.
  • At least two years of relevant professional experience.
  • Proficiency with the suite of Microsoft Office programs (Word, Outlook, PowerPoint)
  • Ability to work independently in a fast-paced and often demanding environment.
  • Experience of working and living in the Middle East region.
  • Ability and willingness to change work practices and hours in the event of major emergencies
  • including travelling at short notice.

Key Areas of Accountability:

Analysis & Analytical Input:

* Monitor contextual developments in the MEEE region (trends, key actors, drivers of change) through specialized and relevant sources, both international and national.

* Flag developments or trends, particularly of a political and socioeconomic nature that may potentially impact program development and delivery including as a consequence of increased risks.

* Support the production of regular context analysis (scenario planning, actor analysis, conflict analysis, briefings etc.) and/or provide contextual input upon request from/as agreed with Country Offices, the Regional Office and as part of CAFU’s collaborative work in the development of response strategies, emergency preparedness, contingency planning, and other program planning, and implementation processes and advocacy products. This includes:

* Coordinate input from the region for the IASC Early Warning, Early Action and Readiness Analysis.

* Provide contextual risks as a member of the Regional Risk Committee in the monthly meeting.

Overall, this analysis is meant to inform and influence the decisions of the SMTs at the RO and the COs.

Training & Outreach:

* Support Country Offices in the roll-out and uptake of conflict sensitivity tools designed by CAFU.

* Deliver pre-deployment briefings on context to members of the Humanitarian Surge Team (HST).

* Other duties as assigned to meet the needs of the MEEE Regional Office and members in coordination with the RO.

Networking and representation:

* Participate in and network with relevant forums, academic circles, and individuals in peer humanitarian organizations that hold similar positions with the objective of sharing and verifying information.

* As agreed, contribute to and participate in member meetings with donors or other key stakeholders. e.g. orientations to members’ leadership.
