Location: The position is preferably based in the MENA region are possible as long as there is an Oxfam Country Office.

Department Purpose:

The Regional Platform (RP) of Oxfam in the Middle East and North Africa (MENA) has a mandate to:

  • Provide strategic leadership, management & accountability of and to Oxfam country programmes in MENA.
  • Deliver regional impact, developing partner relationships, brand, and impact in the region through relevant influencing and advocacy work, public engagement, and programming.
  • Connect, coordinate, convene – Connect practitioners to sources of expertise, convene people to share knowledge and learnings, and coordinate capacity building initiatives.
  • Enable operational agility and efficiency – Provide support to Oxfam country offices.

In MENA, Oxfam works in development, humanitarian, and campaigning, with a large part of the current transformation focused on becoming a major influencing & advocacy, knowledge-for-impact global reach organization.

Job Purpose:

Oxfam is seeking to hire a regional climate justice advisor, dedicated to advancing Oxfam’s global Climate Justice strategy, in the MENA region. S/he will focus on developing and advancing a regional climate justice strategy. In this role, the regional climate justice advisor will serve as a focal point for both programme and influencing colleagues across MENA countries, the region and within the wider confederation on a broad range of topics, such as climate adaptation work, green energy, climate smart agriculture, among others and to contribute to key regional policy discussions around climate policy transitions.

The Regional Climate Justice Advisor will work with county and regional teams to identify and cultivate strategic partnerships with civil society organizations and networks, government, donor agencies, and climate relevant platforms and working groups.

Job Responsibilities

The Regional Climate Justice Advisor will be responsible for:

Strategy, Leadership and Learning

    • Lead in the development of a regional strategy on Climate Justice and work on Climate Justice in MENA.
      – Advise and support CO’s efforts to develop specific Climate Justice strategies, approaches, or components in their programmes, in line with the Oxfam Global Strategic Framework and climate justice horizon plan.
      – In close collaboration with OXFAM in MENA and country influencing teams, identify external opportunities for raising OXFAM profile and influence in climate justice, liaising with partners and allies, and developing policy and advocacy messaging as relevant for key moments and targets.
      – Stay well-informed of global and regional conversations around this issue and linkages with other workstreams Oxfam is engaged in (inequalities, forced displacement, accountable governance, gender justice) and provide informed advice on these.
      – Liaise and engage with stakeholders at national, regional and global level on these issues.
      – Lead on new thinking, research and innovations in areas of climate change by leading researchers, donors and practitioners, including integration with Oxfam thematic areas relevant for MENA and Climate justice.
      – Draw on learning and innovations with focus on regional themes including community-based adaptation, water scarcity, climate resilient agriculture, biodiversity, Water Energy and Food nexus environmental impacts reduction, climate justice & inequalities, localization, civil society programming, governance among others.
      – Support the regional business development manager (RBDM) in identifying funding opportunities for Climate justice work and in engaging and nurturing donor relationships that support Oxfam MENA country’s ability to grow its climate programming, as well as strategic partnerships that result in stronger and impactful program development efforts.
      – Lead MENA’s engagement in preparation for the COP 27, which will be held in Egypt, coordinating with regional colleagues and country teams, as well as Climate Justice teams across the confederation.

Programme Development and Partnerships

    • Work with programs, country/regional teams, Oxfam affiliates and the Global Humanitarian Team on prepositioning and development of concept notes and proposals specific to MENA for funding from donors including institutional donors, foundations, corporations, and UN agencies.
      – Ensure Climate Justice is mainstreamed in multi-country and multi-sectoral initiatives led by Oxfam in MENA, as relevant, in areas such as humanitarian work, inequalities, gender justice, migration and human mobility, and Oxfam’s localization agenda.
      – Ensure the work around climate justice in the region contributes to and supports civil society across the region, in particular grass roots organizations that are aligned with our objectives
      – Foster learning across country and regional Oxfam teams, as well as partners and allies through the development of a targeted learning agenda, research and evidence building initiatives.
      – Conduct assessments and evaluations; write case studies, learning documents, short articles, and blogs; and develop in collaboration with Oxfam MENA communication team internal and external dissemination plan for all products.
      – Nurture partnerships with universities, research institutions, and other organizations to produce case studies, assessments, and other learning documentation, as well as enhance program quality.

Policy, Advocacy and Representation

    • In close collaboration with Oxfam in MENA influencing team, provide strategic support to country level influencing work that is focused on climate policies, or leveraging these at regional or global levels, linking to Oxfam campaigns.
      – Support a targeted regional policy and advocacy agenda in close coordination with the Oxfam in MENA influencing teams, that aims to both grow Oxfam’s voice on climate issues in the region while advancing critical priorities.

Other

  • Ensure engagement with key stakeholders internally and externally working on Climate justice, identifying key messaging, and positioning for Oxam’s work in MENA on this issue.
  • Represent Oxfam in MENA in climate justice spaces across the confederation and externally as relevant.
  • Eager and required to adhere to Oxfam’s principles and values (click here) as well as the promotion of gender justice and women’s rights (click here).
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.

Job Requirements

Essential

Oxfam believes the following knowledge and experience will be helpful in ensuring the success of the regional climate advisor. These should be seen by candidates as a guide, but also be taken as flexible. Oxfam recognizes many skills are transferable across disciplines, sectors and types of work and is open to considering candidates with a range of relevant experiences, educational backgrounds, knowledge and skillsets.

  • A minimum of 7 years’ experience working on Climate Justice-related issues, that demonstrates an understanding of the challenges of working in a variety of complex humanitarian and development contexts.
  • Bachelor’s degree required. M.A, M.S., M.Sc., or solid relevant experience in a field related to the position technical field (eg: Climate change, agriculture, environmental studies, social studies,
  • Extensive expertise related to Climate Justice work: relevant academic background and / or Climate Justice-related experience”
  • Experience in and understanding of the MENA region.
  • Strong analytical skills and strategic thinking
  • Demonstrated capacity to lead complex strategy development processes.
  • Proven experience in developing highly complex and cross-sectoral programme and project proposals
  • Demonstrated ability to identify, manage and grow impactful partnerships and networks.
  • Willingness and ability to travel within the region.
  • Excellent written and verbal communication.
  • Fluency in English and Arabic is required.

Desirable

  • Languages: French is highly desirable.
    • Experience of working in both development programmes and humanitarian settings, and ability to integrate Oxfam’s One-programme-approach
    • Experience in media communications

Other

  • Must be able to travel in the region.
