The Opportunity

Asia-Pacific is the most vulnerable region in the world in terms of disasters, which will be worsened by climate crisis, thus continuously posing hazards to children (girls/boys), particularly those most deprived and marginalised. Save the Children is in a strategic position to work with and for children (girls/boys) to ensure climate action is embedded in our programmes as well as our partners’ programmes, offering a distinct value proposition in Asia-Pacific Region.

We are looking for an experienced climate change specialist, with a commitment to children’s rights, who is able to support Save the Children’s strategic initiatives on climate change. A strong commitment to evidence and impact is essential to help the organisation identify right opportunities building on existing work, as is supporting development of new concept notes, proposals and working with a wider network of interested member countries and country offices in Asia-Pacific. S/he will support the Regional Senior Technical Advisor, Climate Change, Asia Regional Office (ARO) to develop strategic approaches to climate change, scale-up climate change programming and – through advocacy efforts – help position Save the Children as a leading child-centred organization working on climate change.

S/he will provide support to the Regional Senior Technical Advisor, Climate Change, ARO in terms of networking, advocacy and strengthening our technical offer at the regional level. S/he will assist the Regional Senior Technical Advisor, Climate Change, ARO to roll out evidence-based advocacy plans, develop capacities, build a knowledge platform on climate change while fostering networks across countries in Asia-Pacific. The role also supports design and implementation of monitoring and evaluation systems to demonstrate impact, while sharing learning across country offices, and ensuring quality of programmes.

Key Responsibilities

Working under the direct supervision of Regional Senior Technical Advisor, Climate Change, the specialist will:

Strategy

  • Support development of a strategy to strengthen Save the Children’s inclusive and gender transformative approach to climate change programming in Asia-Pacific, focusing on building climate resilience of most marginalized and deprived children (girls/boys), women and indigenous peoples.
  • Work with relevant teams in the region to ensure climate change programming approaches are embedded in thematic programmes and that practical guides are available for country offices to integrate issue of climate resilience in wider strategies.

Technical Expertise & Implementation Support

  • Support development of systems to ensure countries in the region have adequate technical assistance by creating network of experts within and outside Save the Children.
  • Support the design of climate change programming across range of sectors and contexts.
  • Participate in development of concept notes/proposals on climate change in the region and support on-going/new initiatives to reach out to public/private donors working on climate change/environment.
  • Provide implementation support to new/on-going climate change programmes in the region.

Capacity Building & Mentoring

  • Co-facilitate regional and country office online/F2F trainings and webinars for SC staff and partners.
  • Support the strengthening of regional/in – country capacities related to inclusive and gender transformative climate change programming.
  • Support learning and professional development initiatives on climate change.

Innovation

  • Support development of innovative actions for climate resilience in the region, introducing good practices from within and outside the region.
  • Co-develop scalable innovative programme concepts with regional and country climate resilience focal persons and other stakeholders; in particular, with children (girls/boys), other marginalized groups and regional/country-level partners.

Advocacy

  • Together with the regional Advocacy, Campaigns, Communication and Media team, develop advocacy materials aligned with regional programme, campaign and advocacy priorities which effectively engage and communicate messages on climate change/environment to variety of regional audiences (including non-expert and youth audiences).
  • Support development of climate change/environment focused advocacy and communications materials targeting local audiences.
  • Provide appropriate advice and resources to organisational spokespeople on climate change/environment by engaging directly with relevant advocacy opportunities in coordination with the regional Advocacy, Campaigns, Communications and Media team.
  • Work with the regional Advocacy, Campaigns and Communications and Research, Evidence, Accountability, Learning and Monitoring teams to provide evidence on climate resilience and disaster risk reduction evidence and impact, with a strong dimension for children’s rights, in regional and country level initiatives.

Evidence & Organizational Learning

  • Provide support for quality benchmark development and support high-quality research and evaluations at country office level.
  • Participate in regional communities of practice on climate change and, where appropriate, support in promoting unified approaches using good practices and lessons learned.
  • Ensure country and regional lessons and operational realities contribute to global level technical thought leadership, advocacy and standard setting.

Representation, Networking and Partnership

  • Support efforts focused on cultivating contacts and link them with relevant authorities, countries and members in the region for integrative climate change programming.
  • Contribute to relevant team meetings and planning processes, internal initiatives and reporting requirements.
  • Assist in maintaining oversight of climate change initiatives in the region, regularly sharing relevant information with Save the Children country offices and members.
  • Ensure effective collaboration with other regional advisors and program managers to maximise outcomes.
