About the Analysis & Evidence Unit

The ICRC supports the needs of individuals, households and communities affected by armed conflict by helping them to cover their essential needs and maintain or restore sustainable livelihoods. Acknowledging the need of better data and stronger analysis for its programmes to be more effective and evidence-based, the ICRC set up the global Analysis & Evidence (A&E) team.

Working closely with the other departments, and in coordination with the Red Cross and Red Crescent Movement and other partners, the A&E Unit is a technical lead for evidence-based programming, supporting the organization on all matters related to situation monitoring and early warning, multidisciplinary needs assessment, targeting and beneficiary management, operational information management, thematic analysis, monitoring, evaluation, accountability and learning.

About this role

The Regional Analysis & Evidence Specialist understands the strategic analytical needs of the ICRC delegations in their area of coverage and enables evidence-based decision-making across the Region, with a special focus on supporting Protection work in the field. They act as the strategic lead of the GIS and Evidence-Based Protection functions in West Africa.

The job holder focuses on building capacity in relation to evidence-based programming, encouraging exchange between delegations, disseminating updates and new institutional directions defined at global and regional level, and advocating for the strategic development of the GIS and Protection analysis file in each context. They will allow a better anchoring with external actors working in the region. Globally, they support the development of the institutional files and Analysis & Evidence (A&E) and thematic strategies timely implementation.

What you’ll do

Act as strategic lead of the GeoData & Analytics and Evidence-Based Protection (EBP) functions in West Africa:

  • Support the development and contextualization of the A&E Unit’s strategy and priorities in West Africa, and lead on its implementation
  • Ensure detailed methodological approach both qualitative and quantitative to data collection, analysis, visualization and reporting that will provide an in-depth understanding about the humanitarian situation related to Protection situation and ICRC’s activities.
  • Enable evidence-based decision-making across the Region, through the development of geospatial analysis and production of maps, and contributes to the reflection and development of analysis to support Evidence-based approaches to Protection, regional policy and operational dialogue
  • Support the development of regional situation monitoring systems and geospatial analysis to inform the region of developing trends, gaps and emerging issues
  • Maintain a regional network for exchange of experiences and lessons learnt between Delegations , fostering and nourishing a regional community of practice
  • Provide technical geo-advice and briefings to delegations and regional teams, strengthening the institutional capacity and visibility of your function
  • Take part in forums, meetings and workshops, represents the ICRC to relevant authorities and organizations in the same field of expertise; network with external actors to upgrade the quality and extend the coverage of geo-data, and protection-relevant data sources, of which they develop a comprehensive mapping.

Provide direct operational support to Delegations

  • Engages in short term gap filling
  • Engages in capacity building and on-boarding of the A&E teams in the region, delivering workshops, trainings and coaching sessions remotely or through support missions.
  • Supports delegations in identifying and training staff with analytical responsibilities outside the ICRC (e.g. National Societies, government partners, etc.).
  • Provide technical support to the geodata teams in delegations in the provision of their services (production of maps, management and maintenance of geo-referential data, geo-advice, development of web mapping applications)
  • Support the Protection Data team to build capacity in the region across the Data Management team, to enable a coordinated evidence-based approach to all the aspects of data collection, management and analysis across the action
  • Support with dedicated data analyses the protection teams in the delegations with no analytical capacity, and actively engages in building capacity in the relevant teams.

Contribute to Institutional files

  • Develop guidelines, tools and training modules
  • Coordinate the development and testing of new methods and tools, collect lessons learned and identify good practices that can be replicated within and beyond the region
  • Participate to the strategic planning, development and standardization of A&E practices within the ICRC in conjunction with the global team, with a focus on Protection and GIS.

Manage a team

  • Manage the regional GeoData & Analytics assistant
  • Functionally manages the GeoData & Analytics specialists and A&E Protection specialists in delegations
  • When/if required, engage in the recruitment of new GIS Data& Analytics and A&E protection specialists within the region (test design, correction and interview)

Knowledge, skills, and/or experience

Certifications/Education Required

  • Advanced University degree in Economics, Statistics, Social Sciences, GIS, Political Science, or another related field
  • Fluency in both English and French
  • High computer proficiency

Professional Experience Required

  • 5 years of professional experience in data analysis, GIS and statistical methods applied to humanitarian settings, assessments methodologies and conflict analysis
  • Relevant humanitarian experience in ICRC, Red Cross/Red Crescent Movement, UN agencies or INGOs
  • Experience in early warning, geo-analysis and familiarity with software applications associated with them.
  • Proven understanding of statistical analysis and coding languages like SPSS, STATA, R, SQL, Python.
  • Experience and abilities using Geographical Information Systems such as Geodatabases, ArcGIS software, and other operational mapping tools.
  • Experience with automated collection and storage of data retrieved through web APIs (Application programming Interface) is an asset.
  • Experience in the development and implementation of assessments through mobile data collection tools
  • Experience in analyzing, interpreting, communicating information and visually clear reports for decision making.
  • Experience in participating in the design and implementation of EcoSec, WatHab, Protection, Health and/or WeC programmes or similar programmes in another organization
  • Very good written and communication skills
