TITLE: Regional Advocacy Advisor WCA

TEAM/PROGRAMME: West & Central Africa Regional Advocacy, Campaigns, Communication and Media (ACCM)-SIDA CSO- DANIDA

LOCATION: Mali, Cote d’Ivoire, Senegal, Burkina Faso

GRADE: National 4

CONTRACT LENGTH: 2 years renewable

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g.once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible forimplementing the police checking/vetting process staff.

ROLE PURPOSE:

The purpose of the Regional Advocacy Advisor is to provide Advocacy and Campaigns technical support, expertise, oversight and coordination on partner led strategies focused on girls rights and ending child marriage (ECM). The role will also be specifically linked to the delivery of the Advocacy components in the DANIDA and SIDA Regional CSOs programme.

This support and guidance comprise of six main areas:

  • Identifying regional civil society organisations including children and youth groups as partners for the programme. Work closely with partners, supporting with capacity strengthening and supporting them to deliver the DANIDA and the SIDA programmes- this includes developing strategic advocacy workplans and improving capabilities in advocacy, research, gender analysis, children’s campaigning and policy analysis in line with the project thematic priorities, ending child marriage, Gender equality, climate, Budget analysis, etc.
  • Facilitating and coordinating the development and strategic dissemination of joint policy briefs, key messages and position letters, experience sharing for social change and policy change on these key thematic areas
  • Supporting policy dialogues at national and regional level with strategic media engagement
  • Encouraging and identifying new opportunities for children, youth and local CSOs participation in the advocacy and campaign from local to global level for children rights
  • Lead the facilitation and exchange of shared good practices across WCA countries to improve the quality of our advocacy work, particularly the one related to Girls rights in WCA.
  • Developing clear workplans in line with the project’s objectives and activities

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Regional Advocacy and Campaign Manager, with regular coordination with SIDA CSO and DANIDA Project Manager as Matrix line support.

Budget Responsibilities:

  • DANIDA Sahel regional programme budget 50%
  • SIDA CSO programme budget 50%

Role Dimension:

Save the Children country offices in WCA including SIDA CSOs and DANIDA countries.

This role requires acute leadership, technical knowledge of child rights issues, campaign and advocacy experience and an ability to work with local CSOs.

Annual Gross Salary Level: XOF12000000-XOF16000000 (offer will be based on experience/internal equity and financial ability).

KEY AREAS OF ACCOUNTABILITY :

As a member of the Regional Office ACCM Team, contribute to strategic development and delivery of regional programming in line with the Save the Children mandate, strategy and theory of change.

As a member of SIDA CSO and DANIDA regional programmes

  • Regular participation in projects (DANIDA, SIDA) coordination team meetings
  • Bi-lateral monthly coordination calls with project managers (Matrix Managers)
  • Regular coordination and collaboration with the DANIDA and SIDA Technical Advisors: Youth TA, CSO Advisor, CRG Advisor; Gender Advisor, Climate Advisor, etc.
  • Provide technical support and advice to partners both at regional level and at country level through ACCM colleagues at CO level to develop and deliver on high quality impactful advocacy workplans.
  • Regional CSOs and children/youth networks strengthened to advocate, and campaign based on expressed needs and results of Organisation Capacity Assessment (OCA) process,
  • Develop synergies between partners to generate and disseminate evidence to influence policies and behaviours; learnings, etc.
  • Support partners including children groups to develop Child and Youth-friendly tools to enhance action in the field to inform advocacy and programming
  • Support children’s organizations and CSOs in their campaigning initiatives with tools and guides, engagement on platforms/ key moments and opportunities to advance their campaigning
  • In partnership with CSOs, foster an enabling environment for advocacy at regional and national level
  • Technical support to CSOs, children and youth groups on Child Safeguarding in the programmes

Country Offices ACCM teams (COs)

  • Serve as the campaign, advocacy, media and communication partner for ACCM team in countries on girls rights and ECM
  • Support COs in creating and implementing ambitious girls focus advocacy and Campaign plans,
  • Coordinate and pilot new ideas/concepts girls focus in partnership with Country Offices.
  • Assist COs with policy review, policy change planning and communications with both internal and external stakeholders.
  • Technical assistance provided to CSOs, to develop and implement a specific advocacy/campaign on gender equality and or climate

RO ACCM team

  • Ensure regular contribution to the ACCM WCA agenda on Girls Rights
  • Be part of the ACCM core regional and have regular call with the regional advocacy and campaign Manager (Line Manager)
  • Represent the ACCM WCA team into global group related to Girls Rights, including SCI Technical working groups
  • Share projects update with the teams and create synergies with RO ACCM strategies
  • Contribute to new program development and implementation related to Girls rights.

QUALIFICATIONS

Master’s degree or equivalent in a relevant field

EXPERIENCE AND SKILLS

  • Solid knowledge of CSO capacity strengthening and child/youth empowerment programming
  • Solid experience of child/youth programming in the Sahel
  • Experience in advocacy related to child/girls rights
  • Experience in carrying out policy and social analyses related
  • situation analysis, and outcome harvesting of advocacy results.
  • Strong background in advocacy including policy development and the ability to link programmes with advocacy work.
  • Experience in engaging the public in campaigns,
  • Experience of working within a complex and matrix organisation structure.
  • Experience of building personal networks at senior levels.
  • Commitment to Save the Children values.
  • Experience of travel, and a willingness to travel in a broad range of African countries and more widely, sometimes at short notice
