About ReDSS
ReDSS is a secretariat working on behalf of 14 international and national NGOs working on forced displacement in the Horn of Africa. We were established in 2015 in response to a desire by the NGO community to be more proactive in shaping durable solutions policy and programming in the region. Our team works at both a regional and a country level and focuses on the translation of evidence and research into policies and programmes that can better deliver for displacement-affected communities. We do this through a range of activities, including convening key stakeholders at multiple levels to produce consensus around collective actions that can be taken; supporting new evidence generation through commissioning and undertaking research and analysis; and building the capacity of key actors through delivering training and developing tools and guidance. We do not implement programmes directly, and by maintaining this distance are better able to play a neutral role across the system. Since ReDSS was established in 2015, we have played a critical role in shaping durable solutions narratives in the region, building on our initial work in Somalia and expanding to Ethiopia and Kenya which has allowed us to work on a wide range of policy and programming processes.
The purpose of the consultancy is to review two context analysis reports produced under the European Union (EU) Xaldoon Project produced in February 2024. The studies’ main objective is to enhance the understanding of the potential influence of conflict, marginalization, and political economy factors on the EU Xaldoon Project’s effectiveness and efficiency relevant to material integration in Dollow and Hudur among Danwadaag Partners. Material integration in this study refers to access to land tenure security, basic services, sustainable livelihoods and financial inclusion that are key elements of socio-economic rights. This understanding will inform the necessary adaption of interventions in the second year of implementation including identification of potential opportunities and risks to project implementation. The geographical scope of the reports focus includes Qurdubey and Kaxareey neighbourhoods of Dollow and Daryeel neighbourhood in Hudur.

The Objective of the Consultancy
The main objective of this is the peer review of the context analysis studies of neighbourhoods in Dollow and Hudur municipalities in Jubaland and Southwest States of Somalia respectively. Specifically, the consultant will:
a) Review the context analysis reports and provide revised versions that are well structured and grammatically correct.
b) Ensure that the report has a clear and logical flow of ideas and arguments based on the study rationale as framed by the terms of reference for the Context Analysis.

Expected deliverables.
The Consultant will submit the following deliverables as mentioned below, providing all documentation via email:
Dollow and Hudur context analyses reports that include revised:
i) Table of contents, glossary of key terms, list of acronyms,
ii) Executive summary (maximum 3 pages), introduction highlighting the objectives of the study, the rationale, methodology used, scope and limitations, theory of change.
iii) Conclusions, and concrete recommendations based on findings – focusing on the HOW.

Qualifications
·Master’s degree in international relations, development, anthropology, political science, or economics
·Minimum 10 years proven experience in conducting/reviewing similar analyses in Somalia and/or Somali-speaking context
·Strong knowledge of the region and the socio-economic and political dynamics affecting it; more specifically on displacement trends within the Horn of Africa region
·Strong analytical and writing skills with proven experience in producing high-quality research with the ability to present complex information in a simple and accessible manner
·Fluency in written and spoken English

Duration of assignment

The total expected duration to complete the assignment will be no more than 7 consultancy days starting date will be jointly discussed with the selected consultant(s).

Technical Supervision
The consultant will report and work with the ReDSS Somalia Manager and ReDSS Unit Solutions Coordinator.

Interested applicants who meet the required profile are invited to submit their bids which should be inclusive of:
· CV of prospective individual consultant and/or team with details of qualifications and experience
· Financial proposal with budget breakdown. The consultancy fee should be quoted in USD and should account for 20% withholding tax for non-residents and 5% withholding tax for Kenya residents.
· Contacts of three organizations that have recently contracted the applicant to carry out similar assignment
. Duly filled, signed & stamped Supplier Profile & Registration Form, Supplier Code of Conduct & General Conditions of Contract, Supplier References attached as Annex B, C, D & E.

When Bids are emailed, the following conditions shall be complied with:
