Role Overview

The Recruitment Services Manager will be responsible for the management of end-to-end coordination and processing of PALM scheme worker recruitments and mobilisations as well as maintaining a transparent and viable PALM scheme recruitment pipeline.

The role will oversee a team supporting Approved Employers (AEs) through the recruitment approval process including assessing recruitment plans, labour market testing, Offers Of Employers (OOE), visa endorsement process and mobilisation reports. The manager will work with key stakeholders (internal and external) to ensure that there are effective communications strategies in place to provide accurate and timely information on the status of each PALM scheme recruitment and mobilisation.

The Recruitment Services Manager will also work with the PLF Pacific & Timor Leste Engagement team to ensure that Labour Sending Units (LSUs) effectively engage with and endorse a viable pipeline of upcoming recruitment proposals and that LSUs are informed of AEs requirement for mobilisations.

The role will also work closely with the PLF State Managers and directly with State, Territory and Federal Government agencies, including Home Affairs to ensure that AEs are aware of changes to borders, quarantine and visa requirements and will provide critical intervention engaging with these stakeholders on mobilisations that may be disrupted.

The role will also be responsible for the performance management, service benchmarking against agreed indicators and continuous improvement of the AE recruitment and mobilisation process. The position will seek to identify process improvements and engage with stakeholders to facilitate change, whether in relation to recruitment policies and processes to facilitate change, resulting in enhanced recruitment policies and processes utilising the PALM Management Information System (PALMIS).

Key Focus Areas:

The key focus areas of the Recruitment Services Manager will be:

  • Overall management of the Recruitment Services Team
  • Provision of recruitment and mobilisation support to AEs
  • Communications and reporting related to AE Recruitments
  • Engagement with the Pacific and Timor Leste sending units
  • Engagement with relevant Australian Government stakeholders
  • Process review and improvement

About You:

**The Recruitment Services Manager will be able to demonstrate the following key skills and experience:

  • Experience in team management including the provision of performance planning, support and coaching.
  • Relevant HR/ IR or business-related qualification.
  • Experience engaging with Australian Government agencies.
  • Experience working with Australian industry.
  • Relevant work experience in a HR, Recruitment, or similar role, demonstrating high quality outcomes in high volume, fast paced service delivery.
  • Demonstrated experience in coordinating recruitment processes and ability to work cooperatively with a diverse client base, and to deal with an extensive range of industries.
  • Demonstrated ability to communicate effectively and appropriately in a culturally diverse environment.
  • Excellent communication skills, both written and verbal.
  • Highly organised and strong in documentation and filing.
  • Methodical with good attention to detail.
  • Microsoft Windows Office suite (Word, Excel, PowerPoint) and experience working with recruitment or workflow databases, ie salesforce

The Recruitment Services Manager position is classified at B3 under the DFAT Aid Adviser Remuneration Framework (ARF). The successful candidate will be offered an initial contract to 30 June 2023.

You must have valid Australian work rights to be considered for this position – visa sponsorship is not available.

This is a Brisbane based role with options for a balance of flexible working. Candidates who are willing to relocate for the position must do so at their own expense.
