General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job Purpose/ Position Summary:

Senior Partnership Finance Officer will work closely with Partners and other departments within GOAL to ensure activities implemented by partners are dully reported and financial reporting are in compliance with donors and GOAL Partners Manual.

Key Duties:

Sub Grant Management

  • Conduct and/or Assist in Partner Pre-award assessment for new and existing partners, as prescribed in updated GOAL Partners Manual.
  • Provide support to partners during the budget and budget narrative preparation processes (original submission and realignments). Conduct the initial review of all submitted budgets/narratives (according to partner budget review checklist) and provide the feedback to partners as required.
  • Provide the support during the contracting phase of the partnership process, including the assistance in drafting finalizing the agreements and/or Pre-Funding Letter (PFA)
  • Serve as focal point for partner financial management, including attendance at kick off meetings, monitoring meetings and closeout meetings. In addition, provide formal and informal partner support and capacity development, including the support with payments, financial reports, audits and so on;
  • Conduct timely review and verification of partners financial reports (amounts, calculations and supporting documents when applicable), prepare financial overview report, provide feedback to partners, and follow up on correction matters and final submission of reports;
  • Work with the Compliance team to ensure all reports are fully compliant with all relevant laws, GOAL policies and donor regulations.
  • Track Partners’ expenditures against budgets and flag any issues to heads of Programme and Finance.
  • Based on the reviewed partner financial reports, produce the correct accounting journals and submit them for the approval and posting to AFC or FD on a monthly basis.
  • Assist during the preparation of the donor reports ensuring that all partner expenses are properly reflected in the financial report.
  • In Line with contractual obligations, ensure all payment requests from the partners are submitted and processed in a timely manner and as per the relevant SOP.
  • Ensure that the partner forecast information are properly reflected in BMT as well as the cash forecast templates.
  • Assist in partner monitoring visits as per monitoring plan and provide report to Finance Director.
  • Support in partner close out processes, including finalization/reconciliation of the final financial reports, follow up on audits (when applicable), VAT as well as inventory reports
  • Maintain sub grant financial files/archives and ensure that all trackers are kept updates all the time.
  • Assist in the training and support for local NGOs, including answering daily questions, training new hires, etc.
  • Assist in responding to audit inquiries and requests for partner financial information.
  • To know and be familiar with the sub grant manual, field finance manual, procurement manual and any additional local policies (National Staff Policy Handbook, cash management, local travel, etc.).
  • Support the development of templates and SOPs related to partners
  • Assist Finance Director on special projects requiring financial analysis.

Requirements:

  • BA degree in accounting or a related field
  • A minimum of 3 years of experience in Finance and minimum 1 year of work experience with partners
  • Ideally a recognized professional accountancy qualification with experience of audit procedures as well as good attention to detail
  • Proven experience working on projects funded by institutional donors such as BHA, FCDO, ECHO, OCHA,
  • Excellent communication skills in English, both verbally and in writing.
  • Be able to maintain respectful and effective communications and relationships with management and staff of areas under review.
  • An ability to gather, analyze and evaluate facts and to prepare and present concise oral and written reports.
  • The ability to prepare and conduct training sessions/workshops for staff across various departments in relation to donor regulations (particularly USAID and ECHO).
  • Excellent computer skills, in particular with MS Office programmes and other relevant applications.
  • Ability to learn new systems and IT software quickly and effectively.
  • Organized and flexible, able to respond to changing priorities, with a good attention to detail.
  • Willingness to travel to field sites on a regular basis and work in challenging environments.
  • Previous International NGO experience preferred.
  • Highly motivated, ability to learn and develop as well as the ability to work independently and show initiative where appropriate
  • Accountability & responsiveness within areas of responsibilities
  • Good team player, flexible and able to work with a multinational country team with a commitment to capacity building.
