General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job purpose:

Senior Finance Officer is a key member of the finance team. S/he is responsible for the monthly financial cycle in line with GOAL internal policies and procedures as well as donor regulations. In addition, the person will be managing activities related to general accounting, treasury and compliance functions, while working collaboratively with all teams to ensure that financial resources are used efficiently, and a wide range of operational needs of the country program is met.

Duties, objectives and competencies:

  • Review the payments documents to ensure in everything is line with Organizational Policies and conform with donor rules and regulations.
  • Ensure timely payments and recording of transactions from Jordan and Field Officers into financial system.
  • Liaising with program and system functions, support in preparing the cash forecast to HQ
  • Lead the communication and follow up with Money Traders on payment process for Syria.
  • Oversee the payments processes in Jordan to ensure all received requests are timely processed in agreed upon timetable.
  • Support Finance Manager in preparation and the review of national payroll.
  • Lead monthly balance sheet accounts review process to ensure all accounts have been dully maintained/adjusted and reconciled.
  • Manage Money Trader Accounts (receivable and payable) to ensure all outstanding balances are closed on a agreed upon time schedule.
  • Support the GL Review Process and follow up in case of the required adjustment.
  • Prepare/Review bank MT account reconciliation on a monthly basis.
  • Provide active support during the month-end accounting close process such as monthly amortization,
  • and account reconciliation, ensuring accuracy and completeness of the ledgers, and journal batches.
  • before posting.
  • Ensure that the remittance to Tax and Social Security payments are done on a timely fashion.
  • Provide support, including training and mentoring, on financial accounting and financial.
  • management systems and procedures to finance and program staff.
  • Act as a focal point during the statutory, year and donor specific Audits.
  • Ensures that supporting documents from Jordan and Syria are dully achieved and available for the review in a short notice.
  • Assist in year-end closing process as well as preparation of all related financial reports/reconciliations.
  • Perform other duties as assigned by the line Manager.

Other Duties

  • Assist team members with information, tools and resources to improve performance & reach objectives.
  • Lead the grant close out process, including the coordination with different stakeholders (Finance, Ops, Programs, Grants, etc) on various deliverables in line with donor rules and regulations.
  • Support the development of templates and SOPs related to budget management.
  • Propose improved policies and systems regarding spending guidelines, cost saving, cost allocation and annual planning.
  • Assist on special projects requiring financial analysis.
  • Coordinate with Finance Officer Operations and Finance Officer Donors on crossover issues and provide cover/support as required.
  • Ensure adherence to internationally recognized protection principles, standards, and relevant international and local regulations.
  • Ensure adherence with GOAL’s code of conducts and other internal policies i.e., on confidentiality, safeguarding, equality, diversity, and inclusion including the GOAL’s commitments to the protection from sexual exploitation and abuse (PSEA).
  • Participate in one-to-one performance development reviews/appraisals and contribute to the identification of own development needs.
  • Ensure full compliance with the GOAL’s health and safety policy and all locally agreed safe methods of work.
  • As this job descriptions cannot be exhaustive, the position holder may be required to undertake other duties that are assigned by the regional Finance Director that are broadly in line with the above key duties.

Requirements (essential)

  • A BA/S or equivalent in accounting, finance, or business administration.
  • At least 3 years of progressive experience in similar level position. Experience working for INGOs will be considered as an advantage.
  • Experience with online based accounting/financial management systems.
  • Accounting skills and experience with the general ledger, journal entries, payroll, payables, and balance sheet.
  • Excellent oral and written English and Arabic skills, effective verbal and written communication, multi-tasking, organizational and prioritization skills.
  • High attention to detail and ability to maintain quality work under any circumstance.
  • Experience of working with Informal Money Transfer Agencies would be a distinct advantage.

  • Good time management and prioritization skills and ability to meet multiple deadlines in high paced, fluid environment.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
