GOAL
General Description of the Programme:
GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

تتواجد منظمة جول وهي منظمة إنسانية دولية في تركيا منذ عام 2013 وتساهم في الاستجابة للمهاجرين منذ عام 2016 مع التركيز على الاستجابة للاحتياجات في تقديم الخدمات الصحية وشبكات الأمان الاجتماعي وحماية المهاجرين المستضعفين والمهمشين في جنوب تركيا.

Job purpose:
To do monitoring and evaluation assessments of food security and emergency programs.

Duties, objectives and competencies:
- Can effectively use data collection tools to gather qualitative and quantitative data at different levels: facility, community.
- Understand the basic monitoring and evaluation concepts and the purpose of MEL
- Ensure data entry using an electronic database
- Understand the fundamental concepts of data quality
- Understand and apply the concept of ‘random sampling’ following instructions/guidelines of a manager
- Understand the purpose, advantages and disadvantages of qualitative and quantitative techniques for data collection
- Can conduct qualitative data collection activities
- Carry out regular monitoring activities at field level for GOAL programmes, including distribution and post distribution monitoring, market assessments and shopping monitoring, using a variety of data collection tools and methods, such as: household surveys; focus group discussions with community members; key informant interviews; and observation check-lists
- Collect/enter data using smartphones (tablets) for GOAL’s programme information management system, ensure data is accurate and it is collected and uploaded on time.
- Participate in data collection for assessment to inform the design of new programs and promote community participation in this process
- Actively engage with the community and promote the participation of all community members (men, women and children) in needs assessment, programme design, monitoring and evaluation
- Support evaluation through organizing field visits and participating as a team member if required
- Receive complaints and feedback from community members and ensure these are registered in complaints and feedback system in line with relevant GOAL procedures
- Any other task requested by line manager
الواجبات والأهداف والاختصاصات:
- استخدام أدوات جمع البيانات بشكل فعال لجمع البيانات النوعية والكمية على مستويات مختلفة: المنشأة ، والمجتمع**.**

- إجراء أنشطة جمع البيانات النوعية.
- القيام بأنشطة المراقبة المنتظمة على المستوى الميداني لبرامججول، بما في ذلك التوزيع ومراقبة ما بعد التوزيع ، وتقييمات السوق ومراقبة التسوق ، باستخدام مجموعة متنوعة من أدوات وطرق جمع البيانات ، مثل: المسوحات المنزلية. مناقشات مجموعة التركيز مع أعضاء المجتمع ؛ مقابلات مع مصادر المعلومات الرئيسية؛ وقوائم مراجعة المراقبة.
