Under the overall supervision of United Nations Educational, Scientific and Cultural Organization (UNESCO) Myanmar Head of Office, working closely with UNESCO education project officer, an Individual National Consultant is sought to complete the following:

1.Review of the syllabi, student teacher textbooks (TBs) and teacher educator guides (TGs) of ICT, Physical Education, Science/Biology, Life Skills, Educational Studies and Morality and Civics life skill subjects ( across Year 1 to Year 3 ) and mapping of the key CSE concepts, skills and values. as referenced in the UN’s International Technical Guidance on Sexuality Education (ITGSE).

2. Provide specific guidelines for the integration of the CSE key concepts, skills and values into Year 4 curriculum development, which includes concrete examples and suggestions of how CSE can be integrated by introducing CSE related themes, skills, values and pedagogical approaches that are adequate for the suggested lessons.

3.Prepare the comprehensive final report covering the assignments 1 and 2.

  1. Deliverables and Timeline:

The individual Consultant is required to submit the following deliverables by the following deadlines.

  1. Provide the mapping of CSE integration into teacher education materials (Year 1 to Year 3) as referenced in the UN’s International Technical Guidance on Sexuality Education (ITGSE) by 31st October 2022
  2. Provide specific guidelines for the integration of the CSE key concepts, skills and values into Year 4 curriculum development, which includes concrete examples and suggestions of how CSE can be integrated by introducing CSE related themes, skills, values and pedagogical approaches that are adequate for the suggested lessons by 30th November 2022.
  3. 3.Prepare the comprehensive final report covering the assignments 1 and 2 by 12th December 2022.

The tentative schedule for the major activities includes, but is not necessarily limited to, the following tasks (with indicative number of days).

  1. Review of the syllabi, student teacher textbooks (TBs) and teacher educator guides (TGs) of ICT, Physical Education, Science/Biology, Life Skills, Educational Studies and Morality and Civics subjects (across Year 1 to Year 3) and mapping of the key CSE concepts, skills and values. as referenced in the UN’s International Technical Guidance on Sexuality Education (ITGSE). (25 days – Home-based)
  2. Provide specific guidelines for the integration of the CSE key concepts, skills and values into Year 4 curriculum development, which includes concrete examples and suggestions of how CSE can be integrated by introducing CSE related themes, skills, values and pedagogical approaches that are adequate for the suggested lessons. (20 days – Home-based)
  3. Prepare the comprehensive final report covering the assignments 1 and 2. (5 days- Home-based)

The Individual Consultant is required to complete the assignment with quality that meets the satisfaction of UNESCO. The deliverables will be reviewed by UNESCO. The Individual Consultant may be requested to re-submit documents if they are not of satisfactory quality within an agreed timeframe upon receipt of the requests.

  1. Location and travel:

The Individual Consultant will be home-based.

  1. Level of Consultancy and Fees:

Senior level consultancy is required for this assignment and the lump sum is established on the basis of a daily rate based on UNESCO rules and regulations and depending on qualifications.

  1. Condition of Payments

1. 100% of the total fee for this assignment will be authorized for payment upon the approval of the UNESCO project officer who will determine if the assignment meets the required quality standard.

2. After the draft version is reviewed by UNESCO and relevant stakeholders, there may be some changes. Additional payment will not be made for any corrections/ revisions required by UNESCO in order to meet the required quality standard as determined by UNESCO.

4. Any possible bank charges of the contractor by the intermediate bank(s) and/or the contractor’s bank shall be borne by the contractor and charged within the amount of the contract.

5. UNESCO reserves the right to withhold all or a portion of payment if the quality is unsatisfactory and/or if they are not delivered on time to the required standard of quality.

7. Payment after submission of the deliverables in III ( 3).

  1. Qualifications:

Education:

At least a Master’s degree with specialization in Public Health, social sciences or a related field.

Required skills and competencies:

  • At least 10 years of experience at a senior level working in the area of HIV/AIDS and Sexuality Education;
  • Familiarity with key concepts and topics in CSE ( as outlined in the UN ITGSE), notably, gender equality, human rights and preventing stigma and discrimination /supporting inclusion and diversity;
  • Technical expertise and practical experience in the development of education and training materials to support teacher professional learning;
  • Previous working experiences with the UN/ multilateral/ bilateral institutions is desired;
  • Previous work experience in Asia and the Pacific and an understanding of the social and political sensitive associated with sexual and reproductive health and CSE.
  • Ability to meet the deadlines;
  • Proficiency in using common MS office productivity tools;
  • Ability to work independently on delegated tasks and collaboratively in a multi-cultural environment; and
  • Excellent communication skills and excellent report writing skills in English.

Financial Proposal indicating the expected consultancy fee.

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the applications for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organization best value for money.
