Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Following the escalation of the conflict from 24 February 2022, NRC has scaled up humanitarian assistance inside Ukraine and in neighbouring countries to provide aid to people forced to flee, and others affected by the conflict.

NRC is currently implementing its humanitarian response plan to support 800,000 people inside Ukraine and neighbouring countries by the end of this year, with a view to put in place a longer term strategy for the region in the coming months. NRC is responding, through direct implementation and through local partners, by applying an integrated approach combining our sectoral areas of expertise such as legal aid (ICLA), protection from violence, education, livelihoods and food security, shelter, water, sanitation and hygiene, as well as multi-purpose cash assistance. NRC is currently operational in Ukraine, Poland, Romania and Moldova.

To support the regional response in the best way, NRC has established the Central and Eastern Europe Regional Office (CEERO), based in Warsaw, Poland. This will ensure a centralised structure in proximity to the crisis and will provide coordinated support, management, advice and oversight to the country operations. The regional office is responsible for the strategic development of NRC programming in the region by maximizing the support to and the development of Country Offices (COs) as well as by exploring and creating synergies among COs. The Regional Programme Department is focused on research, policies, guidance & procedures, evidence and learning, capacity building, programme quality and donor relations.

What you will do:

Policy, strategy and programme development

  1. Responsible for ensuring compliance and adherence to NRC policies, guidance and procedures in relation to the thematic area while contributing to the development of policies, strategies, tools and new approaches with a focus on innovation and piloting.
  2. Responsible of supporting the development of country/regional education core competence strategy and implementation plans in line with global policies and strategies.
  3. Work in partnership with the HO Programme department to contribute to specific areas of innovation and development, including piloting and learning from experiences at the country office and regional level, development of policies, strategies and tools, and sharing learning with other regions.
  4. Contribute to the resource mobilization and fundraising for regional programme development related to education, including youth programming*.*

Technical development, support and capacity building

  1. Responsible for providing strategic advice and technical support and capacity building support to the Country Offices in the region on relevant core competency or cross-cutting issues across Country Offices in the region and the Regional Office.
  2. Ensure that education based programming approaches, including youth programming, contributes to integrated programming and analysis and that these interventions are measured.
  3. Contribute to development and delivery of induction and training provision of CO staff in relation to own core competency, working collaboratively with Learning & Development (L&D) and other colleagues. Contribute to recruitment interviews for technical staff. Provides technical supervision to technical staff leads in Country Offices.
  4. Line manage and support the Regional Better Learning Programme (BLP) Capacity Building Manager (this is currently rolled out in Poland and Romania/Moldova, and is planned to be rolled out in Ukraine CO).

Quality standards, data analysis and M&E

  1. Responsible for ensuring that best practices within the core competency are identified, documented and disseminated both within the region and beyond.
  2. Work in partnership with M&E staff, to ensure the alignment of the programmatic areas in the M&E and PCM systems in relation to own core competency.
  3. Responsible for supporting and monitoring country programme compliance with the Programme Policy and respective quality assurances in relation to the core competency.

Networking, representation and relationships

  1. Responsible for identification, development and maintenance of relationships with relevant stakeholders (e.g., donors, UN agencies, NGOs, research- and educational institutions, private sector) related to programmes in general and more specifically as related to NRC’s Core Competencies.
  2. Work in partnership with the regional and country office advocacy leads to identify and develop regional advocacy issues related to the core competence and relevant cross-cutting issues.

What you will bring:

  • Minimum 5 years of documented experience working within the education (in emergencies) field
  • Extensive experience in programming in complex and volatile contexts
  • Experience of strategic approaches to programme development
  • Experience of developing practical tools and resources
  • Experience of programme quality assessments, programme development and delivery
  • Understanding of and commitment to organisational learning, and the role and contribution of M&E to quality management and development
  • Experience from working in complex and volatile contexts, with preference for previous experience in the Central and Eastern European Region
  • Understanding of, and commitment to working collaboratively with technical and operational colleagues within a matrix structure, including capacity building
  • Experience of delivering learning and development as part of quality improvement and capacity building
  • Fluency in English and (relevant languages for the Region), both written and verbal
