GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job purpose:

The MIS Officer for the MIS Team will report directly to the Deputy MIS Manager and will coordinate closely with Project Deputy Managers in Syria regarding the timely and accurate collection of all data relating to programme activities (including beneficiary lists, distribution details etc.).

Through their work the MIS Officer supports GOAL projects by ensuring accurate and up to date data is available for all programme activities, while supporting on information management and adapting/ improving data collection and storage processes in the field to ensure quality information and clarity on methods for collecting and entering the same.

Duties, objectives, and competencies

  • Ensure accurate and up-to-date information is maintained for all programme activities and that data generated through field activities is updated on a daily basis on centralised records and stored securely; this includes ensuring accurate disaggregation of beneficiary data, in line with GOAL and donor requirements and ensuring that ‘no-shows’ and new arrivals are effectively tracked and recorded for all programme activities;
  • Direct managing MIS Assistants.
  • Review the data processed by MIS Assistants using SQL or Power BI and ensures the correctness and validity of it according to the related department need.
  • Help the team to understand and use the configuration of the MIS systems.
  • Manage information management system for hard and soft copy programme documentation, including scanning and storage.
  • Support the Deputy MIS Manager to further develop data entry, collection and storage tools, utilising new technologies and soft wares.
  • Verify the logical correctness of CommCare entries and the check the validity of them against the MIS system before updating.
  • Ensure the consistency of the whole database system when working on any aspect of it, check the accurate relations between connected database records and report any problem to the Deputy MIS Manager.
  • Use GOAL’s online system to update the data of distribution, or beneficiaries list.
  • Keep GOAL’s online system updated with last updated data coming from the Selection and Verification teams.
  • Keeps GOAL’s online system updated with the data of CCRM and reverification data after reviewing and connecting it to other related tables.
  • Data Reporting using Power BI and SQL.
  • Develops SQL queries to ensure the consistency of the system and track the changes accurately.
  • Keep tracking of the received documents and data form any department or programme and compare it to the initial plan and report any differences to their line manager.
  • Completing weekly reports to their line manager (Deputy MIS Manager) to report on work carried out in the previous week.
  • Other tasks as required relating to data management and as determined by the Deputy MIS Manager.
  • Ensure adherence to GOAL’s Code of Conduct and Child Protection Policy and standards of integrity, as well as uphold GOAL’s whistleblowing mechanisms.

Requirements (essential)

  • Bachelor’s Degree from a recognized university, preferably in IT, Data Management or similar.
  • At least 2 years’ work experience, with previous NGO experience in humanitarian work desirable
  • Good English language skills (spoken, written and reading)
  • Excellent Arabic language skills (spoken, written and reading)
  • Experience of leadership and team management and ability to capacity build and motivate team members
  • Excellent IT skills (Microsoft Office, VBA, programming language in Excel, and HTML)
  • Excellent data entry and management skills
  • Excellent attention to details.
  • Hard-working, proactive and able to prioritize to manage a demanding workload
  • Commitment to beneficiary accountability and humanitarian principles.
  • Demonstrated skills in information and relational database management and report writing.
  • Demonstrated skills in data analysing using Power BI and SQL.
  • Understanding / experience of digital data gathering technology such as (CommCare , KoBoToolbox…)
