Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes. In response to the large-scale of displacement of refugees fleeing Ukraine, NRC is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania and Moldova. NRC will respond, focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – working to a great extent through local partners.

The bulk of NRC’s response is through Multi-Purpose Cash Assistance, leading to the creation of a regional Cash and Markets team who support the work carried out by the Ukraine Country Office Cash and Markets team. This regional team focuses on coherence (ensuring tools and approaches are standardised across the response), creativity (focusing on innovative thinking), collaboration (working with different departments and teams across NRC), accountability (being honest and transparent about challenges and successes) and creating an enabling environment whereby tools and skills are shared across NRC.

Duties & Responsibilities

The purpose of the Cash and Markets Project Manager (Market Systems) is to contribute with specific technical competences to project implementation. The Cash and Markets Project Manager (Market Systems) will inform the design and enable the implementation of projects that make key market systems work better for the people NRC serves.

  • Lead on internal advocacy and shared understanding with CO colleagues on Market Systems scope, terminology and methods.
  • Identify and engage with key actors in selected market systems.
  • Identify root causes of market failure and create clear, concise options and recommendations for programme teams.
  • Negotiate shared plans and objectives with key actors in selected market systems.
  • Work with programme, finance and logistics colleagues on NRC deliverables in shared plans
  • Support documentation of lessons learned, success stories and programme impact of market systems programming.
  • Compile lessons learned, activity and periodic reports, lessons learnt and program successes and liaise with the Desk for report reviews, submission and dissemination.
  • Act as CO-level focal point for the Regional Market Systems Adviser
  • Assist and support implementation of the portfolio according to established plans of action
  • Develop and maintain knowledge and skills required for the assigned area of work in which humanitarian assistance is being provided, in order to be most effective in assisting the project implementation and the team
  • Use initiative in day-to-day problem solving in line with agreed procedures, priorities and standards for the area of work
  • Ensure proper collection and filing of documents
  • Review and advise on adaptations and adjustments of program strategies, approaches and activities for growth and sustainability
  • Participate in country level business development activities to secure resources for programs, influence stakeholders and create an enabling environment for success.
  • Work with the program management and senior country leadership team for support coordination, planning, writing and timely submission of key strategic documents, such as the annual plans, budgets, reports, and other ad-hoc strategy documents.

Skills & Experience

  • A university degree in Agricultural Economics, International Development, International Relations, Business Management or another relevant field highly preferred.
  • Previous experience in working in complex and volatile contexts;
  • Fluency in Russian or Ukrainian, and very good literacy in English
  • At least 3 years of experience in a management role.
  • Experience supporting partnerships with the private sector to increase opportunities for displacement-affected people is desirable.
  • Experience in multi-stakeholder engagement and building value propositions in both peri-urban and rural programming is an advantage
  • Strong strategic thinker with demonstrated capacity to translate concepts into action, with proven ability to be accountable for all components of the program.

  • Travel: 10% to field locations
  • Contract: 12 months
  • Salary: According to NRC’s Salary Scale. NRC offers a competitive compensation and benefits package, including R&R.
