Job Purpose

Lead and manage COVID-19 vaccination TPM project and staff including technical, financial and administrative accountability.

Job Duties and Responsibilities

The Management Unit Head will be tasked to:

Main Duties:

  • Share in developing the design and implementation, of the initiation phase of the TPM project in close collaboration with IFRC Iraq Country Delegation, IFRC Regional Delegation Initiation Team, Iraqi Red Crescent Society and Iraqi Ministry of Health and Environment (MoHE).
  • Share in recruiting the TPM Implementation Team, according to the agreed structure including the field monitors. The team shall support the efficient and effective implementation of the main objective and to ensure quality outcomes, management of risks, and demonstrate value for money.
  • Share in developing the inception report and workplan with the IFRC Regional Delegation Initiation Team, Iraqi Red Crescent Society and IFRC Iraq Country Delegation. This will include technical discussions with MoHE team and agree on clear outcomes and indicators, timelines matching the agreed phased down sampling size plans with GoI, revised risk assessment to determine site-specific risks and implications on workplans. This shall also include clear agreement on data collection, checklists, tools and reporting format to be used and developed as needed. An implementation microplanning tool will be developed and agreed upon, in line with National Vaccination Deployment Plan of Iraq.
  • Lead the team and share in developing key tools and platforms, mobile data collection platform, checklists/questionnaires for real time field verification and reporting, monitors’ reports as well as innovative web-based application for assessment and reporting of findings and recommendations.

This shall be accompanied by capacity building and training to all relevant technical teams on specific interventions, policies, checklists, and tools to ensure full understanding and complying with different rules and regulations and allow quality and timely implementation.

  • Lead the team to initiate the monitoring activities that shall include data collection, interviews of beneficiaries, observation and monitoring of activity at sites, as well as other agreed monitoring activities. Represent IFRC TPM Team in Iraq in all coordination meetings related to the project.
  • Manage and direct IFRC staff to ensure implementation and accountability of the project. Line manage and support the relevant staff of the project.
  • In coordination with the Head of Delegation and IRCS Security Officer, analyze relevant security information and assume security responsibility of IFRC personnel.
  • Establish areas of responsibility with all IFRC staff, cross responsibility and ensure the delivery of results in a timely, efficient, and effective manner.
  • Provide and coordinate information for accurate, regular, and timely narrative, and financial reports.
  • Ensure smooth running of the project in close coordination with the Head of Delegation, Regional Deputy Director and all relevant technical leads in IFRC.

Resource Management/Accountability

  • Work with the Head of Delegation, Partnership and Development, Communication, PMER and others to ensure that projects planning, budgeting, and reporting is carried out in a timely and professional manner, in accordance with the Secretariat requirements, formats and standards.
  • Ensure the projects resources, including fixed assets and financial resources, are managed according to the Secretariat procedures and regulations and in compliance with approved plans.

Representation and Advocacy

  • Ensure effective and efficient liaison between the Federation office and in-country counterparts in managing the project.
  • Represent the IFRC as appropriate in the various interagency forums and coordination mechanisms.
  • Provide effective coordination and communication on project issues within the Movement and with international organizations, donor societies and other stakeholders.
  • Ensure effective working relationships with Country Delegation.
  • Ensure effective and professional communication with the MoHE, WB and all other relevant stakeholders

People Management

  • In support of the Head of Delegation, manage the project human resources; ensure clarity of roles, responsibilities, and accountability for programs staff.
  • Ensure timely performance appraisal and setting of objectives carried out by the staff and contribute to their skills and career development.

Safety and Security

  • Support IFRC safety and security regulations and procedures for all TPM team members.
  • Coordinate closely with Baghdad and Erbil Security Focal Points within the TPM team to update all members on change of situation, security updates and any relevant information.
  • Coordinate with the Head of Delegation and the Regional Security Advisor for any security related concerns and projected challenges.
  • Coordinate with Regional Risk Manager and Business Continuity Manager to enable TPM business continuity.

Duties applicable to all staff

  1. Actively work towards the achievement of the Federation Secretariat’s goals
  2. Abide by and work in accordance with the Red Cross and Red Crescent principles
  3. Perform any other work-related duties and responsibilities that may be assigned by the line manager

Education

  • Relevant University Degree preferably, public health and /or MBA – Required
  • Basic Delegates Training Course or IMPACT training or equivalent knowledge – Required

Experience

  • 7 years of relevant working experience in humanitarian complex environment, of which 3 years in the field and 4 years in programs and management position – Required
  • Red Cross/Red Crescent knowledge and experience – Preferred
  • Experience working in the region in program and organizational development – Preferred
  • Experience in communication, coordination, planning and reporting – Required
  • Adequate experience and expertise in people management – Required
  • Experience in working and supporting host national societies – Preferred

Knowledge, Skills and Language

  • Proven in-depth knowledge of organizational development, National Society capacity building and programs management – Preferred
  • Demonstrated staff management and development skills – Required
  • Problem-solving skills – Required
  • Proven strong project management skills and program coordination – Required
  • In-depth understanding of financial management – Required
  • Ability to work in a cross-cultural and cross-functional environment – Required
  • Strong interpersonal skills and good understanding of the global organization – Required
  • Excellent communication skills, public diplomacy and advocacy – Required
  • Ability to work to tight deadlines and handle multiple task – Required
  • Ability to prepare reports, plan of actions and budgets, program update, country operation plan, etc – Required
  • Valid international driver’s license – Preferred
  • Fluently spoken and written English – Required
  • Advanced Arabic skills – Preferred
