Background:

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes.

In response to the large-scale of displacement of refugees fleeing Ukraine, NRC is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania and Moldova. NRC will respond, focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – working to a great extent through local partners.

The bulk of NRC’s response is through Multi-Purpose Cash Assistance, leading to the creation of a regional Cash and Markets team who support the work carried out by the Ukraine Country Office Cash and Markets team- this position is a key link between both teams. This regional team focuses on coherence (ensuring tools and approaches are standardised across the response), creativity (focusing on innovative thinking), collaboration (working with different departments and teams across NRC), accountability (being honest and transparent about challenges and successes), and creating an enabling environment whereby tools and skills are shared across NRC.

Specific responsibilities

The Cash and Markets Manager (Programme Support) is responsible for supporting the design, implementation and evaluation of cash and markets programming in Ukraine, Poland, Moldova and Romania. Coordinating with CO Cash and Markets staff, the Cash and Markets Manager (Programme Support) has responsibility for ensuring that NRC’s cash programme design is relevant to the needs of refugees, offers value for money and is of high quality during the whole project cycle.

With a strong focus on programme quality and support, the Cash and Markets Manager (Programme Support) will guide the development and continuous evolution of NRC’s Ukraine response Cash programming portfolio and act as the PCM compliance/focal point for this programme. This role will also support the Regional Head of Cash and Markets in the development and standardisation of approaches in support of the Ukraine response, and support to project and programme planning, implementation, proposal development, monitoring, evaluation, capturing impact evidence, introducing innovations and capacity building, in line with the regional response strategy.

Duties and responsibilities

  1. Focal point for anything related to cash and market systems within the Ukraine regional response, supporting and covering for the Ukraine CO Cash and Markets Specialist and Regional Roving Cash and Markets PDM as needed.
  2. Supports the strategic direction for C&M in the Ukraine response, as well as assisting field colleagues with strategic advice and technical support on C&M by ensuring capacity development across the whole of Ukraine response.
  3. Supports the overall quality of NRC C&M programming in the response
  4. Contributes to the networking and representation of NRC at strategic level ensuring NRC’s access to regional C&M policy debates and representation for NRC at the Regional Cash WG (primary), CCD (Ukraine technical role) and other regional inter-agency forums and other various fora when requested and relevant
  5. Contributes to the identification, development and maintenance of relationships with relevant stakeholders (e.g., donors, UN agencies, NGOs, research- and educational institutions, private sector) related to C&M
  6. Supports Regional Head of Cash and Markets with FSP engagement and scoping
  7. Support workforce planning of the Ukraine C&M capacities – including recruitment of positions
  8. Responsible for the operationalization of technical reporting lines, including country and regional C&M, communication and knowledge sharing on C&M Ukraine activity across all levels of the organization
  9. Responsible for ensuring compliance and adherence to NRC policies, guidance and procedures in relation to cash and markets while contributing to the development of policies, strategies, tools and new approaches with a focus on innovation and pilot.
  10. Coordinates with internal technical areas such as compliance, legal, logistics, ExRel
  11. Supports cash consortium setup needs & representation
  12. Engage with access & analysis capacity to meet C&M needs
  13. Facilitate links with CC & thematic staff engaged with cash

Skills & Experience:

  • Minimum 4 years’ experience from a management position in a humanitarian/ recovery context
  • Experience of working in complex and volatile contexts
  • Knowledge of cash and markets programming
  • Fluency in English, both written and verbal
  • High level of communication, interpersonal, representation and negotiation skills
  • Ability to write high quality concept notes and technical sections for donor proposals
  • Excellent facilitation and presentation skills and ability to multi-task
  • Ability to work closely with field based national staff and experience in various staff training and development approaches

  • Contract length: 12 months
  • Salary: Grade 8 in NRC’s salary scale. NRC offers a competitive compensation and benefits package, including R&R.
