NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

The Logistics Coordinator is responsible for the overall implementation of the NRC Logistics systems and procedures for the Syrian Response Office in its areas of operation. The Logistics Coordinator shall work under the guidance of the Area Manager to fulfil the objectives in accordance with NRC’s mandate, policies and country specific strategy. The purpose of the position is to manage and mentor the logistics team, planning, organizing and coordinating logistics and procurement duties, functions and responsibilities to ensure efficient and effective delivery of goods and services in support of programme implementation as well as to ensure the effective management of the warehouse, fleet, and the assets. The following is a brief description of the role.

Generic Responsibilities:

  1. Day-to-day management of the Area logistics team.
  2. Implement NRC’s logistics systems and procedures at the Area Office level.
  3. Ensure compliance and adherence to NRC logistics policies, handbooks, guidelines and donor requirements.
  4. Prepare and submit logistics reports and analysis.
  5. Ensure proper filing of all support documents.
  6. Support line managers in procedures and in budget and project planning.
  7. Ensure development and implementation of logistics systems and procedures.
  8. Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, stock management and warehousing, and asset management).
  9. Ensure safe and efficient transport of staff and materials/goods.

Specific Responsibilities:

  1. Responsible for overseeing logistical and procurement activities of the Area Office.
  2. Co-ordinate and manage the supply and logistics support for the Syria Response Office areas of operations, including requisitioning, tendering, receiving, storing, issuing and delivering goods.
  3. Manage ongoing procurement and explore the options to further expand the potential procurement opportunities in the vicinities of the area of support.
  4. Responsible for fleet, warehouse and asset management in coordination with the Area Manager ensuring records of NRC assets (inventory list) and stock reports are updated for all offices and warehouses.
  5. Assist in coordinating an efficient and effective use of the NRC contracted fleet in complex operations in insecure environments and assist the preparation of fleet analysis reports.
  6. Represent NRC with local authorities, other NGOs, UN and relevant stakeholders when required.
  7. Oversee production, and submission of the Logistics Reports and input on reports when required.
  8. Responsible for appropriate logistical support being provided to all sub-offices.
  9. Responsible for overseeing the flow of information in regard to changes to procurement/logistics guidelines to the Head of Offices/ Program Officers and other staff in the field offices.
  10. Responsible for initiating market surveys to keep purchase committee members updated at all times regarding prevailing market costs.
  11. Responsible for leading / Co-leading any market analysis requests from budget holders.
  12. Responsible for reviewing and updating standardized contracts/agreements between NRC and the supplier(s) to meet the requirement of NRC and other donors.
  13. Assess capacity building needs among logistics staff in collaboration with the Logistics Manager and discuss actions for implementation.
  14. Organize or conduct on-the-job trainings and capacity building for staff working in the Logistics team. If required, recommend external trainings.
  15. Coordinate and maintain a supervisory role for the Logistics staff, including performance management and appraisals.
  16. Review of Logistics Processes at Area Office level and identify opportunities to improve efficiency and compliance in line with the Country office SoPs.
  17. Work closely with budget holders to update procurement plans.
  18. For procurement and logistics management done by NRC implementing partners: ensure that the partners understand and apply the required procedures, identify challenges, and provide the necessary support to partners to overcome these challenges (including training/coaching, creation of necessary tools or forms, etc.).

• Experience from working as a Logistics Coordinator in a humanitarian/recovery context
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:
• 3-5 years of procurement and logistics experience in a management position
• Knowledge of the context in Jordan and Syria
• Experience and ability to train others, facilitate workshops and transfer knowledge both in-person and remotely
• Proven people management experience
• Experience working with partners and/or remote management of staff
• Ability to work independently and with limited supervision
• Ability to work under pressure
