GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job purpose:

The Northern Aleppo Access Officer will be responsible to communicate with AFAD and the Local authorities to coordinate the GOAL programs in the area, report all issues related to security to the Access Manager. As GOAL has program in North Aleppo in different locations and fields.

Duties, objectives, and competencies

  • Maintain Security SOPs and make sure all field staff understand and follow them.
  • Give safety and security briefings and give weekly updates to all team members in North Aleppo, and the Access Manager. This includes visitors from other field and program offices.
  • Track all staff movement and filed staff trips.
  • Deliver Safety and Security briefing for the new staff and any visitors.
  • Deliver security report on daily/ weekly basis to the Access Manager.
  • Liaise directly with the Access Manager daily to update on GOAL North Aleppo safety and security Issues.
  • Liaise directly with AFAD, Camp Management, and Local Councils and maintain good relations with Turkish Institutes in North Aleppo.
  • Ensure that safety and security equipment is well maintained and functional which includes First aid Kits and Fire Extinguishers at GAOL premises and vehicles.
  • Develop evacuation plans for GOAL premises and make sure all GOAL field staff and visitors are well trained of it.
  • Ensure that all staff in GOAL Offices have an updated ‘constant companion card’.
  • Keep a data base of all health facilities and emergency contacts in the GOAL Areas of Operation complete with contact information.
  • Participate in the crisis management team when required.
  • Maintain communications equipment and ensure that all communication systems are functioning, inclusive of internet communications, mobile phone.
  • Manage the access assistants.
  • Perform the Access manager duties in his absence.
  • Any other responsibilities as required by the Access Manager.

Requirements (essential)

  • Excellent spoken and written Arabic Moderate spoken and written English.
  • Computer skills – Word and Excel.
  • Desirable technical skills, including setup.
  • Clear communication skills.
  • The ability to record, keep and pass accurate messages is essential.
  • Ability to work under pressure and react to emergency situations in a calm and logical manner.
  • Sensitivity to gender and diversity issues in work practices.
  • At least one year experience in conflict setting and awareness of political situation.
  • Awareness of the northern Aleppo context.
  • Previous experience for at least one year in the humanitarian context and liaison with AFAD and the local authorities in northern Aleppo.

Requirements (desired)

  • Safety and security training.
  • First aid training.
  • Turkish speaking is an asset.
