The Influencing Team covers advocacy, campaigns, policy, research, media and communications work within the Oxfam Country Programme in Iraq. We work in close collaboration with programme teams to ensure high quality and high impact delivery of humanitarian and development programming, with a rights based approach; and leverage our impact through influencing/advocacy in collaboration with our local partners and allies at national regional and international level.

JOB PURPOSE

As a member of the Iraq Country Management Team, the Policy, Advocacy and Communications Manager leads Oxfam’s influencing work in Iraq, working with all relevant teams as part of an integrated ‘one programme’ approach to ensure the delivery of a coherent influencing strategy, covering advocacy, campaigns, policy, media and communications, built on programming, cognisant of risk and relevant to the country context.

Key relationships/interactions: Iraq Country Management Team, Programme Managers, Technical Leads, Gender and Protection staff, Funding/Business Development Manager, Oxfam International (OI) Advocacy, Campaigns and Media colleagues regionally (MENA) and globally (at OI secretariat and affiliate levels), including the ‘Rights in Crisis’ campaign colleagues.

key Responsibilities

Provide strategic vision and leadership to develop and manage Oxfam’s NAF influencing strategy

• Lead on Oxfam’s key influencing priorities in Iraq, in close coordination with in-country, regional and global staff, developing and implementing Iraq’s influencing strategy, encompassing advocacy, campaigns, policy, media and communications.

• Supported by the Policy Coordinator, stay abreast of the evolving context in Iraq, deliver timely intelligence and effective high level analysis of new and ongoing developments relevant to Oxfam’s work and advise on taking potential action in this regard. As needed, provide contextual briefings on trends on governance, civic space, protection, women’s rights issues as well as the general political and socio economic context.Support the Country Director in outreach and building relationships with external stakeholders, including local, regional or national authorities, donors, private sector, academia, research institutes and civil society actors, to increase partnership and influence in country.

• Proactively engage in in campaign decision-making fora, working closely with the regional and global team and other advocacy and campaign colleagues, ensuring local, regional and cglobal linkages.

• Work closely with the Humanitarian, Partnerships and Gender teams to ensure close synergies between program and advocacy, including addressing protection and gender justice agendas. Provide support as needed to identify further opportunities or approaches for advocacy work at the local and national levels

• Drawing on Oxfam’s regional and global support networks, and working closely with partnerships and programme teams in-country, facilitate empowerment, strategic relations, capacity-building and solidarity networks for current and potential Oxfam partners and allies, with a focus on rights-based advocacy

• Lead on or support and steer the development of advocacy products and other relevant materials as needed.

• Monitor influential research produced by key donors and think tank institutions and as well as activities of relevant influential actors, organisations and institutions on governance, humanitarian assistance, protection; and ensure they are considered in advocacy work

• Act as a focal point or spokesperson on advocacy and media issues, as needed. Participate and represent Oxfam as needed in relevant country coordination groups and mechanisms, including clusters, HCT, NCCI and technical working groups, through information sharing to inform best practices, identifying gaps and avoiding duplication, with the objective of enhancing our joint influencing capacity and impact.

• Ensure oversight of sign off for all influencing and media and comms products in Iraq as per Oxfam guidelines.

Leadership and Management: Lead the team of policy, campaigns, media and communication resources at country level to develop and deliver Oxfam’s influencing strategy in Iraq **

· Lead the Iraq influencing team in the development and delivery of the new upcoming influencing and media & communications strategies for Iraq, based on, but not limited to, the country strategy’s priorities and relevant influencing priorities, including humanitarian, governance and gender justice issues, in line with Oxfam’s regional strategy and Global Strategic Framework.

· Ensure Oxfam’s commitment to a triple nexus approach, and to local humanitarian leadership as well as our global strategic priorities, addressing sustainable governance, Gender justice, and climate justice, and the protection of civic space.

· Based on an updated power analysis to ensure meaningful change and impact, and with the support of Oxfam’s international network and global advocacy offices in key capitals, engage with relevant targets at national, regional and international levels, including governments, IFIs, UN agencies and other stakeholders.

· Building on Oxfam’s track record and thought leadership in country around durable solutions, local humanitarian leadership, Women Peace and Security agenda, and Gender based violence, and WASH, continue producing and disseminating research to inform Oxfam’s programming and advocacy, while influencing cluster and donor priorities.

· Line manage the Iraq influencing team (policy and media comms), including goal setting and workplans, personal development plans, and any follow up on HR processes. Lead on and participate in recruitments as needed.

· Provide steer and regular guidance and support to the different team members in their respective roles.

· Coordinate internal staff working on Iraq, including media and communications, in country and across the region and globally through the Iraq ‘Rights in Criss group’, to influence impactful change in country.

· Working together with the programme team, ensure that the funding needs for the team and its activities are understood by the programme team, raised and included in proposals

· Oversee and monitor the advocacy and campaigns initiatives, budget and expenditures, in close coordination with the relevant colleagues.

· Ensure and facilitate linkages, exchanges and shared learnings amongst and between the team members based in different countries and managing a diverse range of influencing initiatives, with the partners, and within the organization.

Active engagement in the Iraq Country Management Team

· Actively participate in and contribute to the Iraq Country Management Team, from a strategic, management and risk perspective, including providing advice on brand management, based on context trends and their impact on Oxfam’s program.

· Provide high level technical advice and support to managers to ensure our advocacy and campaigns mandate

• Supervise and steer media and communications activities conducted by the media and communications advisor, ensuring that these are aligned with the team’s priorities, and comply with Oxfam’s media guidelines for content gathering. Ensure that engagement with local/national media and foreign media in country is strategic and that a good network of media contact is maintained

Skills, Experience and Knowledge

Essential

• First degree or equivalent in a relevant discipline (preferably a social development/politics/public policy degree or substantial community development experience

• At least 5 years of practical, direct experience in advocacy, policy or campaign work

• Experience working with partners/CSOs/NGOs in Iraq or the Middle East.

• Prior experience with staff management

• Strong interpersonal and communication skills with an ability to consistently work with a diverse range of stakeholders with tact and diplomacy

• Self-motivated with proven ability to work creatively and innovatively with limited direct supervision

• Solid knowledge of Iraq’s political, economic and social setting

• Sound knowledge of the context and particularly of governance, humanitarian affairs and women’s rights in a context like Iraq

• Excellent analytical skills, demonstrated ability to think strategically and prioritize policy and advocacy tasks

• Flexible/willing and able to adapt priorities to respond to changing demands, including to global shifts in organizational priorities

• Outstanding English written and verbal communications skills, with an ability to simplify complex concepts both verbally and orally to influence others

• Excellent communication skills

• Ability to work in a multi-cultural team, as well as independently

• Ability to influence others, excellent social skills and a team player

• Readiness to undertake travel (30% of the time)

• Demonstrated commitment to gender equality

Desirable

• Research experience, including familiarity with research methods and practices

• Familiarity with legal protection issues in the Middle East and North Africa region

• Experience in media and advocacy in international non-governmental organisations

• Experience of providing training and engaging in capacity building activities

• Spoken and written Arabic and/or Kurdish.
