Role and responsibilities

The purpose of the LFS Project Development Manager is to rollout LFS Core Competency in Syria Country Office, building on existing strategy and activities. The LFS PDM will particularly focus on designing, developing and implementing primarily cash and market-based interventions.

The following is a brief description of the role.

Generic responsibilities

  • Develop LFS CC strategy, technical SOPs / guidelines and Macro LFAs
  • Compliance and adherence to NRC policies, CC tools, handbooks and guidelines
  • Responsible of development and manage funding proposal, project budgets and donor reports
  • Overall technical line management of relevant project staff
  • Coordinate and manage LFS program implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Ensure capacity building of project staff and transfer key skills
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Responsible for the full-scale rollout of LFS Core Competency, including cash and market based interventions, throughout SCO operations.
  • Identify funding opportunities and lead the process of drafting proposals.
  • Support the process of recruitment and capacity building of LFS staff and provide technical guidance regularly.
  • Lead the process of drafting SoPs, related to cash and market interventions, among others. Support design of market assessments, mapping and analysis;
  • Ensure timely and quality reporting, and provide regular inputs to indicator tracking, situational reports, annual reports, etc. in line with NRC procedures and guidelines;
  • Promote integration of LFS with other NRC core competencies (education, shelter, capacity building and WASH) and ensure application of cross-cutting issues in LFS and cash interventions.
  • Ensure strong donor compliance, ensure monitoring and evaluation (M&E) and quality control procedures are understood and entrenched in all LFS and cash projects;
  • Engage in the process of developing/revising NRC’s new Livelihoods & Food Security strategy and new tools and other technical material as required, in consultation with the Regional and Global LFS and Cash Advisers;
  • Participate in internal and external livelihood, food security and cash focused coordination meetings, representing NRC at area and national level;
  • Support the consideration and inclusion of cash-based interventions and market-based approaches within (and across) NRC core competency responses, where appropriate;
  • Contribute to the institutionalization of cash-based interventions and market based programmes though capacity building and interdepartmental engagement;
  • Document programme learning and incorporate analysis and lessons learned into future LFS strategy, proposals and planning, and in collaboration with M&E, ensure overall quality of the programme

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Strategy and project planning: CC Advisers in HO
  • Area operations: Area Managers, Area Program Managers, LFS CC staff

Staff:

No line management responsibility

Stakeholders:

UN agencies, INGOs, local NGOs, civil society, relevant governmental bodies

Budgets:

All budget lines related to LFS CC

Information:

Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

Generic professional competencies:

  • Minimum 4 years of experience of implementing livelihood and food security projects from a senior level position in multiple humanitarian/recovery contexts
  • Experience of working in complex and volatile contexts
  • Technical expertise in designing and implementing high quality cash and market based interventions
  • Strong inter-personal, organizational and management skills
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Good overview of the humanitarian and socio-political context in Middle East Region in general and in Syria in particular will be considered as an advantage;
  • Arabic language skills will be an asset;

2. Behavioural competencies
