CLCI PURPOSE:

 

The Cash and Livelihoods Consortium for Iraq (CLCI), previously known as the Cash Consortium for Iraq, is a multi-donor, multi-program partnership that has implemented over USD 160,000,000 USD in humanitarian and recovery funding since its formation in 2015. The CLCI is comprised of the Danish Refugee Council (DRC), the International Rescue Committee (IRC), the Norwegian Refugee Council (NRC), Oxfam and Mercy Corps as lead. The CLCI focuses on harmonized implementation at scale to meet basic needs and support the self-reliance of vulnerable populations with cash- and market-based livelihoods approaches.

 

 

Job Purpose

 

To increase the use and effectiveness of cash and livelihoods policies and programming at national and global level through evidence-based research, policy and advocacy.

 

 

 

Responsibilities and Accountabilities

 

  • Implement and update the CLCI’s 2020-2022 Research and Learning Strategy;
  • Lead on the design, planning and implementation of all CLCI research initiatives, including research and innovation funds, in-house analysis products and learning products from pilot activities;
  • Manage third-party consultants or consultancies contracted to implement elements of CLCI research initiatives;
  • Identify key topics for future research that are under-researched, and contribute knowledge to the wider cash and livelihoods sectors, with a focus on the multisectoral impacts of relief, recovery, resilience and integrated programming, demonstrating impact through rigorous, evidence-based research;
  • Develop and nurture strategic partnerships with local/national organisations, the private sector, academic institutions, coordination structures (HRP, DS, 3RP), and other international organizations, in order to strengthen research, policy and advocacy initiatives, to test innovative approaches, and replicate and scale successful models and methodologies.
  • Lead the dissemination of research results, for example by organizing and facilitating study launches, donor/cluster/partner presentations, workshops, roundtables as relevant;
  • Increase linkages with other cash and livelihoods actors, seeking opportunities to organise technical training for partners and non-CLCI actors and other opportunities for collaboration;
  • Lead on the CLCI’s general advocacy agenda bringing together the ad-hoc CLCI Advocacy Working Group for product-specific or thematic advocacy initiatives;
  • With the CLCI Director, lead on the CLCI’s advocacy initiatives with key social protection stakeholders, including the World Bank, the Ministry of Labor and Social Affairs (MoLSA), and the Social Protection Forum, to promote the transition from emergency cash transfers to government social protection transfers;
  • Hold regular meetings with non-cash actors to ensure regular participation and representation in all relevant sectors, clusters, and working groups in Iraq, as a forum to promote methodologies and research, develop partnerships, and maintain up-to-date knowledge of the crisis dynamics, as well as ensuring CLCI interventions and advocacy initiatives are relevant to the changing context;
  • Lead the Middle East Consortia Learning Exchange (MECLE), a group that convenes consortia in the Middle East with strong research agendas to exchange best practices and lessons learned conducting research in the fragile states context;
  • Promote awareness and use of CLCI cash and livelihoods programming model and best practice in all relevant forums;
  • Maintain good working relationships with key global cash and livelihoods actors, including partner organisations’ regional and global teams, CaLP, OCHA, and others as relevant. Develop relationships with the IASC and global UN agencies to influence where cash sits globally in coordination, with key donors, and key cash implementers. Identify areas of collaboration and cooperation;
  • Prepare evidence-based policy documents, options papers, briefings as relates to CLCI initiatives and mandate;
  • Keep abreast of external policy developments in country and in global conversations and undertake desk reviews and follow up as necessary;
  • Advise and oversee MEAL and data policies;
  • Other tasks as assigned and agreed.

Qualifications & Preferred Skills

 

  • Bachelor’s Degree or equivalent in a relevant discipline (preferably a social science/research degree, or substantial experience).
  • Experience working with I/NGOs / CSOs; experience in Iraq desirable.
  • Experience coordinating with multiple organisations with varying mandates.
  • Knowledge of Iraq’s political, economic and social setting.
  • Knowledge of relief and recovery programming, including multi-purpose cash assistance and livelihoods interventions.
  • Experience with consortiums or similar operational models desirable.
  • Knowledge of and experience in implementing different research methodologies.
  • Strong interpersonal and communication skills with an ability to consistently work with a diverse range of stakeholders with tact and diplomacy.
  • Self-motivated with proven ability to work creatively and innovatively with limited direct supervision.
  • Excellent analytical skills and demonstrated ability to think strategically and prioritize policy and advocacy tasks.
  • Flexible/willing and able to adapt priorities in order to respond to changing demands, including to shifts in organizational priorities.
  • Outstanding English written and verbal communications skills, with an ability to simplify complex concepts both verbally and orally in order to influence others.
  • Experience of providing training and engaging in capacity building activities.
  • Ability to work in a multi-cultural team, as well as independently.
  • Ability to influence others, excellent social skills and a team player.
  • Readiness to undertake travel.
  • Demonstrated commitment to gender equality.
  • Familiarity with legal protection issues in the Middle East and North Africa region an advantage.
  • Experience in policy change in Middle East and North Africa region/Fragile States context
  • Experience in media and advocacy in I/NGOs desirable.
