Iraq Context

The Country Goals – that are directly linked to Oxfam’s programs – include:
Humanitarian Response: we envision all Iraqis who are conflict-affected and/or disaster affected to have access to essential life saving support in a timely, effective, accessible and appropriate manner.
Governance: we envision Iraq to have equal access to services and opportunities for all people, whereby equal distribution and control of resources and meaningful participation can build resilient and sustainable solutions for the future.

Equality: We envision an equitable and just society where people in all their diversity, live free from violence, enjoy ownership and control of resources and participate in decision-making processes across all spheres.
In order to serve these three goals, Oxfam work aimed to integrate the following key areas of work:

• Water Sanitation and Hygiene (WASH)
• Gender Justice

CLCI PURPOSE:
The Cash and Livelihoods Consortium for Iraq (CLCI), previously known as the Cash Consortium for
Iraq, is a multi-donor, multi-program partnership that has implemented over USD 160,000,000 USD
in humanitarian and recovery funding since its formation in 2015. The CLCI is comprised of the
Danish Refugee Council (DRC), the International Rescue Committee (IRC), the Norwegian Refugee
Council (NRC), Oxfam and Mercy Corps as lead. The CLCI focuses on harmonized implementation
at scale to meet basic needs and support the self-reliance of vulnerable populations with cash- and
market-based livelihoods approaches.

sector, academic institutions, coordination structures (HRP, DS, 3RP), and other international
organizations, in order to strengthen research, policy and advocacy initiatives, to test
innovative approaches, and replicate and scale successful models and methodologies.

study launches, donor/cluster/partner presentations, workshops, roundtables as
relevant;

crisis dynamics, as well as ensuring CLCI interventions and advocacy initiatives are relevant
to the changing context;
• Lead the Middle East Consortia Learning Exchange (MECLE), a group that convenes
