World Food Programme
This post is based in WFP Amman Country Office, Jordan. The job holder is expected to contribute to constantly strengthening and transforming the evidence base that inform WFP programming in Jordan, including advanced analysis, monitoring implementation and result communication, impact evaluation implementation as well as a full range of proposed capacity strengthening activities that fulfil the objectives of the WFP Country Strategic Plan (2023-2027). The RAM Officer will work under the guidance and supervision of the Head of RAM at CO level and will perform the following responsibilities:
ACCOUNTABILITIES/RESPONSIBILITIES:
Evidence generation
- Actively co-lead the discussions between RAM and Programme and other relevant unit on monitoring system building and maintenance, Theory of Change, evidence-based decision-making and other related strategic conversation.
- Based on RAM corporate requirements, field implementations and programmatic needs, provide the technical follow-up on the finalization, implementation and regular update of monitoring plans for all programme activities.
- In coordination with the RAM, Programme and Field Support team, provide technical oversight on implementation of designed methodology for survey design and data analysis, to ensure rigorous implementation of process and outcome monitoring.
- Provide support to oversee and ensure availability and the quality of the outcome, output indicators (including beneficiaries, tonnage, and cash) to measure the WFP Jordan Country Strategic Plan (CSP) progress and achievements in the Country Office, to enable better operational decision making.
- Write regular and high-quality monitoring reports and contribute to other documents where relevant evidence from RAM activities are needed.
- Ensure gender, equity, disability, protection, human rights, and other inclusion issues are mainstreamed in all M&E work as appropriate.
Learning and effective results communication
- With the support of the Head of Unit and RAM officer, design solid monitoring studies to enable accountable impact monitoring and conduct advanced statistical analysis to illustrate the programme impact along the program cycle.
- Communicate RAM analysis through various formats (reports, meetings, presentations, discussions, etc.) to facilitate effective communication with the management and enable regular learning and action-based follow-up from Programme, Field Support and other teams.
- Support different evaluation exercises (design, data collection, analysis and report) to inform programme and Country Strategy Plan discussions and decision-making.
- Regular identify and document lessons learnt through the monitoring implementation cycle (from design to analysis) and propose improvement measurements to the monitoring processes.
- Take initiative to work with other team members on constantly building the visualization capacity and enhancing the visualization of RAM analysis upon information needs of different audiences.
Capacity building and sustainability
- Support the implementation of capacity-strengthening initiatives for RAM and Field Office on process monitoring practices, procedures, and tools in alignment with WFP country office’s strategic goals and objectives.
- Identify capacity and practice gaps in monitoring for different activities and develop action plans to address them internally and externally.
- Supervise the implementation of the data quality assurance plan for various monitoring activities to ensure the achievement of accountable results.
Perform other related duties as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in Performance Management, Statistics, Development Economics, International Relations, Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
At least one year of post-graduate professional experience related to statistical analysis, monitoring and evaluation and capacity building. For candidates with BA degree, at least 3 years of post-graduate professional experience.
Knowledge & Skills:
- Sound technical expertise in designing and implementing Monitoring & Evaluation (M&E) systems for development programmes/projects, preferably in the field of food security, social protection, safety nets, early warning systems, or related.
- Willingness to innovate and improve the work process in close collaboration with ot
- hers.
- Strong knowledge of monitoring concepts, qualitative and quantitative research methodologies and tools employed along the project monitoring cycle.
- Strong analytical and communication skills and proficiency in statistical software, including SPSS, STATA or R.
- Experience in successfully managing and leading a technical team.
- Experience with impact evaluation/formative evaluation/process evaluation is asset.
Languages:
Fluency in both oral and written communication in English & Arabic.
