Macfadden is seeking a Deputy Program Manager (DPM) to support a contract with the United States Agency for International Development’s (USAID) Bureau for Humanitarian Assistance. This position reports directly to the Senior Program Manager and provides direction and guidance to Macfadden/PAE contract staff, ensuring that roles and responsibilities are clearly defined, and support activities are performed as required. The DPM will have direct reports and will support a wide range of duties ranging from recruitment, staff and consultant management and vendor management.

The DPM performs a variety of both complex and routine administrative, management and analytical duties and works with the Senior Program Manager, Deputy Program Manager, corporate office key functionals and client to ensure contract requirements are met and compliance rules are adhered to. The DPM ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously. The DPM must develop a working knowledge of USAID policies and guidelines, as well as corporate practices and procedures. In addition, the DPM assumes, as designated by PM, the responsibilities of the PM in his/her absence.

Key Internal Interfaces: Senior Program Manager, Deputy Program Manager, Macfadden Program Director, Corporate HR and GSCM Team, Macfadden Managers, Team Leads and staff.

Key External Interfaces: BHA Task Order Customers – Office Directors, Division Chiefs, Team Leads, COR/AOR and OAA POCs.

EDUCATION, EXPERIENCE AND SKILLS

Education: Business Administration, Human Resource Management, or other relevant discipline in the humanitarian field preferred.

Experience: Twelve years with MS/MA/MBA, fifteen years with BS/BA and twenty years with less than a BS/BA. Experience working in a Human Resource, Staff Supervisor or Management role desired.

Skills:

Required: Excellent written and verbal skills, staff recruitment experience, personnel management skills, and working knowledge of budgets and financial management with excellent attention to detail; proficient in Excel and other MS Office programs.

Preferred: Familiarity with FAR, ADS, and other relevant government regulations and experience working directly with a government client.

KEY ACCOUNTABILITIES

All aspects of personnel management – Recruitment, onboarding, orientation, staffing, performance reviews, etc. Ensure all documentation for timesheets, invoices, subcontractors, vendors, and procurements are properly prepared and compliant. Provide staff oversight and ensure staff are compliant and adhering to government rules and regulations. Maintain good communication and professional relationships with all colleagues and clients.

ESSENTIAL FUNCTIONS

Field Support

  • Oversee Field Support Team Leads and ensures Field Teams are supported. Liaises with government as needed on funding or technical requests.
  • Review and assess team need for additional support in the field to ensure timely work products and quality.
  • Meet with key corporate functional staff to address any issues or concerns and provide support as needed.
  • Work in close collaboration with government POCs in Washington, DC and in the Field.
  • Monitor security developments in the countries staff are deployed to and provide support for evacuations and logistics as required.
  • Participate in recruitment of new field staff that includes reviewing resumes and SOW. Support processing of procurement documents, justifications, waivers, etc.
  • Occasional overseas travel may be needed to meet with the team and client and to support contract requests.

Training

  • Oversee BHA Training Team and coordinate as needed with the client to ensure expectations are being met.
  • Assess training for various units and teams to facilitate improvements in current strategy and delivery.

Personnel Management

  • Staff recruitment, orientation, training, and staff professional development.
  • Responds to customer requests for staffing support or information.
  • Provide management oversight of staff that range from junior to senior in administrative and technical positions as well as Team Leads and Managers.
  • Provide support for the collection of contract data for use in contract reporting and assist with preparing contract deliverables.
  • Work with procurement team to process material and service procurements.
  • Ensures position descriptions are created for new positions and updated for existing positions.
  • Documents meeting discussions with customer capturing action points.
  • Performs employee performance reviews and management oversight of consultants, vendors, and subcontractors.
  • Assists in interpreting policies, purposes, and goals of corporate and/or USAID for contractor support staff.
  • Support Senior Program Manager with staff communications and information dissemination.
  • Motivates staff to achieve a high standard of quality service and support professional development.
  • Provide management support for surge staff brought on for short/long term assignments.
  • Provide facilities management and inventory support as needed for contract office space.
  • Assists in resolving conflicting demands for contractor support service and provides guidance and direction concerning the resolution of problems.
  • Coordinates development and dissemination of customer satisfaction surveys and compiles and analyzes survey results for inclusion in performance reports.
  • Reports to the Senior Program Manager.
  • Other duties as assigned.

Financial Management

  • Supports financial management as needed to include review of supporting documentation for compliance and completeness.
  • Ensures all timesheet and material costs are properly documented and processed.
  • Review invoices prior to payment to make sure the equipment or services have been received.

Procurement Management

  • Supports procurement process as needed to include drafting and reviewing SOWs, preparing non-competitive acquisition justification (NAJ) documents, participating on technical panels to review subcontract proposals, etc.

Requirements

Ability to obtain and maintain a US Government issued Secret clearance for the duration of your employment.

Physical Requirements

While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
